The military commissariat reported this and explained the features of the innovation:
“The summons is considered to have been served from the moment it is posted in the conscript’s personal account in the Register of Issued Subpoenas. Notification of sending a subpoena is posted in your personal account on the State Services portal. Having received the notification, you need to follow the link to your personal account in the Register of Summons and appear at the time and place specified in the summons. An extract from the Register can also be obtained from the MFC.”
As the military commissar of the region Andrei Lysenko explained, paper subpoenas remain and are the main method of notification. They are sent in writing and duplicated electronically.
