In 2026, tariffs for housing and communal services in Russia will increase twice

According to the order of the Russian government, published on the official legal information portal, tariffs for housing and communal services will be increased twice in 2026.

The first increase is planned from January 1 and will amount to an average of 1.7% for all regions of the country. The second stage of tariff growth will occur from October 1, and its value will vary significantly depending on the subject of the Federation, reports RBC.

The greatest growth since October is expected in the Stavropol Territory (22%), Dagestan (19.7%) and the Tambov Region (17.5%). The minimum increase is set for Khakassia and the Chukotka Autonomous Okrug (8% each), as well as Buryatia and the Kirov Region (8.9% each). In Moscow, the maximum growth will be 15%, in St. Petersburg – 14.6%, while for three cities of federal significance no additional deviations from the established limits are provided.

Experts attribute the regional dispersion to several factors, including the need to equalize tariff policy after many years of lag in individual regions and the implementation of large-scale investment programs to update worn-out utility networks. Additionally, some regions provide for maximum deviations for municipalities, which may lead to an even greater increase in payments for end consumers.
