July 24 in EAO: adopted the charter of Birobidzhan

July 24, 1970

On July 24, 1970, the beginning of the leadership of Lev Borisovich Shapiro as the first secretary of the regional committee of the CPSU of the Jewish Autonomous Region.

The years of his leadership from 24.07. 1970 to 07/30/1987 coincided with the socio-economic and cultural heyday of the Jewish Autonomous Region.

Lev Borisovich from the first steps of work proved that the Jewish region is not another step in his career ladder.

The years of the “reign” of Leo Borisovich were the region of its dynamic development. They built a lot of housing. For example, the Birobidzhantzelinstroy trust put more than 50 thousand square meters of housing in rural areas annually. Housing in the regional center, Obluchye, as well as working villages of autonomy was erected at high pace.

The leading industrial enterprises were radically reconstructed: power transformers, Dalselmash, Teploozersky Cement, Londokovsky lime, as well as the Khinganolovo plant. A large silicate brick factory with Polish equipment was built in the village. The Amursky Smidovichi district. In addition, Birobidzhan was rightfully the center of the light industry of the Far East: five industry factories worked in the city.

At that time, agricultural production volumes increased markedly. So, the number of cattle on collective farm and state farms exceeded 70 thousand. The region provided dairy products, potatoes, vegetables of the same Komsomolsk-on-Amur, the northern regions of the Khabarovsk Territory. The shortage of personnel and specialists in the agro -industrial complex covered the influx of immigrants from the western regions of the country.

Under Leo Shapiro paid enough attention to the revival of Jewish culture. Journalists and public figures often came to the region. A Philharmonic was built in the regional center, a chamber Jewish Musical Theater (KET) was created under the leadership of Moscow director Yuri Sherling. The theater traveled with concerts around the world.

With his participation, the central square and a monument to Lenin was built, the author of which was the famous sculptor Lev Karbel. On the initiative of L. B. Shapiro, the construction of theatrical square was started.

In 1976-1982, L. B. Shapiro was elected a member of the Central Revision Commission of the CPSU, in 1981–1989 he was a candidate member of the CPSU Central Committee. He was elected three times as a deputy of the Supreme Soviet of the USSR.

In 1987, Lev Shapiro retired, having handed over the case to Boris Korsunsky. Soon he moved to a permanent place of residence in Moscow, but did not lose touch with the region, appreciated the people who worked with him, and always responded to their requests.

Over the years of work, L. B. Shapiro was awarded: the honorary sign of the EAO “For Merit to the Jewish Autonomous Region”, the Order of the Badge of Honor, two orders of the Red Banner of Labor, the Order of the October Revolution, the Order of Lenin.

Time of Shapiro is without an exaggeration of the Golden Age of the Jewish Autonomous Region.

By the decision of the Birobidzhan City Duma from No. 27, the charter of the municipality “Birobidzhan city” was adopted.

Birobidzhan is the administrative center of the Jewish Autonomous Region – the subject of the Russian Federation. The status of the city of Birobidzhan, as the administrative center of the EAO, is determined by regional legislation and this Charter.
