Russia is short of over a million workers. She came up with a strange idea

During the press conference “Children's safety during summer holidays”, Jarosławska stated that, according to her observations, at this age “almost all” students want to work and earn some money, but the applicable federal law does not allow them to do so.

— Another topic is, of course, the employment of teenagers, which should be divided into several paths. First of all, it's no secret that we need to change federal labor laws anyway, because when we talk to teenagers as young as 12, [widzimy, że] almost everyone wants to work in the summer, said Jarosławska, quoted by RIA Novosti.

Currently, according to the Labor Code of the Russian Federation, a child can work from the age of 14 with the written consent of his parents, can conclude a contract on his own from the age of 15, provided that he has a general education, and from the age of 16 can start working on general terms.

Russian officials have begun considering easing these restrictions in the face of a growing staffing shortage that, according to Bloomberg estimates, reaches 1.5 million workers. This value is comparable to the number of inhabitants of Yekaterinburg or Novosibirsk.

The Russian Union of Industrialists and Entrepreneurs predicts that the shortage of workers will reach 3 million people by the end of the decade. According to his data, there is a shortage of 2 million workers in industry alone. Moscow Mayor Sergei Sobyanin previously complained about a shortage of 400-500 thousand. employees in the capital. The Ministry of Internal Affairs lacks 170,000. people to work, and in the agricultural sector over 130 thousand. According to FinExpertiza calculations, the economy's human resources reserve has decreased by 40% since 2021. and currently amounts to 4.4 million people.

Demographer Igor Efremov links this situation to several factors – mobilization and recruitment of people for war (according to official data, about 1.7 million Russians went to the front in 2022-2025), mass emigration (according to various estimates, it ranges from 600,000 to over 1 million people) and a decline in the number of economic migrants (by about 1 million).

Alexander Kalinin, president of the Resistance of Russia organization, notes that there is currently huge competition for employees on the Russian market, which is why companies are forced to employ candidates with formal shortcomings in their CVs. Sergey Borisov, deputy chairman of the social council of the Federal Tax Service, adds that such employees are easier to find and are highly motivated to prove their professional qualifications.
