Criminal complaint on behalf of Oana Gheorghiu at the DNA. What accusations are brought against the deputy prime minister

The former head of the Authority for the Digitization of Romania Dragoș Vlad filed a complaint on behalf of Deputy Prime Minister Oana Gheorghiu with the National Anti-Corruption Directorate, accusing her of pressure in favor of the Schwartz group.

The former head of ADR Dragoș Vlad informed, on Tuesday, on Antena 3, that he personally went to the DNA to file the complaint.

According to the document, the former president of ADR Dragoș Vlad claims that steps were taken that led to the cancellation of a public procurement procedure related to a strategic pillar of the digitization component in Romania, with the consequence of harming public interests and with the risk of losing some non-refundable European funds estimated at approximately 164,471,182.97 lei.

The complaint also states that these actions were accompanied by repeated pressure on him to violate provisions in the field of public procurement.

The document also refers to the existence of repeated pressures for the rapid identification of collaborative solutions with the Schwartz group of companies, which the whistleblower claims sought to obtain material benefits by concluding preferential contracts with the authority he led. In the same context, Oana Gheorghiu is also mentioned in the complaint, in relation to the alleged actions reported by the author of the notification.

According to the information published by the press, the discussions between the Government and the German Schwarz group would have started in January 2026, through a series of exploratory meetings held at the government level with representatives of Schwarz Digits, the technology division of the German conglomerate.

The Schwarz Group is one of the largest European groups, with an estimated turnover of around €175 billion in 2024, nearly 600,000 employees and operations in 32 countries. In Romania, the company is mainly known through the Kaufland and Lidl networks, but it also develops activities in the field of cloud, cyber security and digital infrastructure through Schwarz Digits.

On February 12, 2026, Deputy Prime Minister Oana Gheorghiu sent an email to the Authority for the Digitization of Romania (ADR) and to the Special Telecommunications Service (STS), asking the institutions to specify whether they have identified solutions or services offered by Schwarz Digits that could be of strategic interest to Romania.

Gheorghiu later returned with a correction message, in which he apologized for the error and clarified that the intended addressee was ADR, not STS: “We are interested in the perspective of ADR, not STS… we copy/pasted the text, without making the necessary changes.”

The controversy was amplified by the information regarding the previous relationship between the deputy prime minister and the German group. The foundation “Give Life”previously led by Oana Gheorghiu, received a donation of 250,000 euros from Kaufland, a company that is part of the Schwarz group.

On May 4, 2026, Oana Gheorghiu announced the dismissal of the ADR president, Vlad Dragoș, the official to whom the February email had been addressed. The deputy prime minister motivated the decision by the existence of operational failures, as well as by insubordination and institutional opacity, accusing a repeated refusal to collaborate with the tutelary ministry.
