Two well-known prosecutors from Constanța are targeted in a corruption case. They were brought to Bucharest for hearings

Prosecutor Teodor Niţă from the Prosecutor's Office of the Constanţa Court of Appeal, targeted by an investigation by the prosecutors from the General Prosecutor's Office, has the status of suspect for instigating abuse of office, said his lawyer, Liviu Zaharia. The lawyer specified that the prosecutor was taken to hearings at the General Prosecutor's Office.

Prosecutors from the General Prosecutor's Office searched the headquarters of the Prosecutor's Office next to the Constanța Court of Appeal on Thursday. Following them, the investigators decided to indict the prosecutor Teodor Niţă, informs News.ro.

One of the prosecutors, suspected of inciting abuse of office

“Searches took place, documents were found, storage media were found. We found out that Mr. Prosecutor Niţă Teodor acquired the status of a suspect. He has the status of a suspect only for the commission of the crime of inciting abuse of office and that's all,” lawyer Liviu Zaharia, Niţă's defense attorney, told journalists.

Asked if money was found in one of the offices of the Prosecutor's Office next to the Constanța Court of Appeal, the lawyer replied: “I don't know anything like that. I only witnessed the search carried out in the office of the prosecutor Niţă Teodor, no money was found.”

The lawyer Liviu Zaharia stated that several documents were taken from Teodor Nita's office and a report was drawn up.

He was also asked how the prosecutor reacted after these searches.

“After an action of such magnitude, such a judicial proceeding, namely a summons or warrant of arrest, was going to happen,” declared Liviu Zaharia.

He stated that Teodor Niţă was taken to the General Prosecutor's Office for questioning.

The investigators would have found 100,000 euros in the office of the other prosecutor

Prosecutors from the General Prosecutor's Office allegedly found the sum of 100,000 euros on Thursday in the office of prosecutor Gigi Ştefan from the Prosecutor's Office of the Constanţa Court of Appeal, judicial sources told the Agerpres agency.

Also, another 30,000 euros were allegedly found in his car.

UPDATE: Prosecutor Gigi Ştefan was also brought Thursday evening, with a warrant, to the headquarters of the General Prosecutor's Office in the capital, for his hearing in this corruption case.

Large-scale searches of two prosecutors from Constanța suspected of influence peddling

The searches took place, on Wednesday evening, also at the residence of the prosecutor Teodor Niţă. At the end of them, the prosecutor told the journalists that the investigators came with all the necessary authorizations and behaved impeccably, without finding anything.

“A team came with all the necessary authorizations, they behaved impeccably, procedurally. They left as they came. They didn't find a bonus or anything else. There is no form of accusation”, stated Teodor Niţă.

He mentioned that he works at the Prosecutor's Office of the Constanța Court of Appeal, is associated with this institution, and therefore it would be representative to be checked.

Teodor Niţă then declared that he has no capacity and is not even a witness in the respective file.

Prosecutors of the General Prosecutor's Office carried out, on Wednesday, 13 searches in a case of influence peddling and other corruption crimes, which were allegedly committed between December 2025 and May 2026. The searches were carried out at the residences of individuals and at the headquarters of some public institutions, in a criminal file in which investigations are being carried out for influence peddling, as well as other corruption crimes.

“Within these activities, several people are targeted, against whom there are reasonable suspicions regarding the involvement in the criminal activity under investigation, so that the evidence administered in the case will clarify the possible facts and the participation of each of them”, said the prosecutors of the General Prosecutor's Office.

The prosecutors also searched the headquarters of AFIR Constanța

Prosecutors of the General Prosecutor's Office also searched the headquarters of the Agency for Financing Rural Investments (AFIR) Constanța, and the lawyer of the director of the institution claims that the investigators did not find the documents they were looking for, News.ro reports on Thursday.

The lawyer Cristian Ion, who represented the director of AFIR Constanța, Daniel Learciu, told the journalists what happened during the searches.

“I was called by the client Learciu Daniel, whom I represented during a search that took place at the headquarters of the AFIR Constanța, on which occasion certain documents were checked and searched, known only to the investigators and which were not found. My client communicated to me and communicated to the investigative bodies that he has no connection, which was also found at the end of the search”, lawyer Cristian Ion told journalists.

Daniel Learciu is head of AFIR Constanta since March 2021. He is also a county councilor elected on PSD lists.
