Ilie Bolojan demands the suspension of the head of supervisors from Hidroelectrica, sent to court by the DNA in October. The connection with Sorin Grindeanu

On Friday, the government proposed the suspension of Silviu Răzvan Avram from the position of president of the Supervisory Board of Hidroelectrica. He was sent to court by DNA prosecutors in October 2025, for bribery.

Silviu-Răzvan Avram is a member and president of the SC of Hidroelectrica, although the mandate contract stipulates that he must be suspended in the event of criminal prosecution.

Ilie Bolojan can propose in the AGM the suspension of Silviu Răzvan Avram, given that he is interim Minister of Energy. The majority shareholder of Hidroelectrica is the Ministry of Energy.

The government announced on Friday, through a press release, that Hidroelectrica will propose an addendum to the mandate contract of Silviu Răzvan Avram, by which he will be suspended from the position of president of the Supervisory Board of Hidroelectrica, until the completion of the file in which he is a defendant.

The general meeting of Hidroelectrica will take place on May 29, 2026, and the agenda will be supplemented with the suspension proposal.

Given that in the next 90 days from the approval of the additional act in the AGM, a final court decision is not issued, the Ministry of Energy can request his revocation as a member of the Supervisory Board as a result of the impossibility of fulfilling his duties, informs the Government.

In the situation where Avram refuses to sign the additional Act that provides for his suspension from the Supervisory Board membership, approved by the AGM, then he can be immediately revoked by the AGM “for the culpable and unjustified failure to fulfill the obligations stipulated in the mandate contract”, says the Government.

Who is Silviu Avram? The connection with Sorin Grindeanu

According to the description on the Hidroelectrica website, Silviu-Răzvan Avram is not politically affiliated, but he had several connections with the PSD. Also, his name appears on the list of people who borrowed PSD, in 2020, with the amount of 445,000 lei, writes G4Media.

Silviu-Răzvan Avram was appointed a member of the SC of Hidroelectrica in March 2023, for a period of four years. In May 2025, he was appointed the president of the SC of Hidroelectrica.

In May 2023, he was appointed the personal adviser of Valeriu Zgonea, the president of the National Authority for Administration and Regulation in Communications (ANCOM).

In the 2017-2018 period, he was the advisor to the former Minister of Economy Niculae Bădălău (PSD).

G4Media wrote that Silviu Răzvan Avram is the son of the godfather of PSD's interim president, Sorin Grindeanu. The relationship of kinship through the alliance was confirmed for G4Media by the godfather of the marriage, the father of Silviu Răzvan Avram, a businessman from Caransebeș.

Sent to court for dismissal

At the Bucharest Court of Appeal there is a criminal case, registered on October 21, 2025, in which one of the defendants is Silviu-Răzvan Avram. He was sent to court by DNA prosecutors on charges of bribery, along with six other people.

In the mandate contract of the members of the Hydroelectric Supervisory Council, it is written that “in the event of the initiation of a personal criminal investigation against the trustee for one or more of the offenses provided for in Article 6 of the Companies Law No. 31/1990, republished, with subsequent amendments and additions, the mandate contract is suspended. The suspension takes effect from the date on which the trustee became aware, in any way, of the said situation”. The facts provided by Article 6 of Law 31/1990 are: fraudulent management, abuse of trust, forgery, use of forgery, fraud, embezzlement, perjury, giving or receiving bribes.

The Ministry of Energy claimed five months ago that it was not notified of the referral to court

Asked in December by HotNews why the provisions of the mandate contract regarding the suspension are not respected, the representatives of the Ministry of Energy replied that they were not officially notified that Avram was sent to court in a corruption case.

The Ministry of Energy, led since then by PSD Minister Bogdan Ivan, did not specify from whom it should receive this “official notification”. This, given that the criminal file has been registered for over two months at the Court of Appeal, the information being public.

About Silviu-Răzvan Avram, interim deputy prime minister Oana Gheorghiu said in an interview for HotNews that she notified the ministry and the super-agency of state companies AMEPIP. “I also notified the ministry and AMEPIP, because this person's mandate must be suspended according to the signed mandate contract. Whether this happened or not, I have not yet received an answer to the address,” said Gheorghiu.

Future appointments at Hidroelectrica depend on the Supervisory Board

Hidroelectrica is in full process of appointing the general director and the financial director, and the Supervisory Board is in charge of them.

There are 16 candidates for the two positions, according to a list obtained by HotNews, and the procedure is to be completed on May 31.
