New formats of social support are being developed in the Krasnoyarsk Territory

In the Krasnoyarsk Territory, the introduction of new formats of social support for the population will be expanded. The day before, the speaker of the regional parliament, Alexey Dodatko, and the chairman of the Committee on Health and Social Policy of the Legislative Assembly, Ilya Zaitsev, visited the family MFC in the Oktyabrsky district of Krasnoyarsk.
The center began operating at the end of 2025 and became the first “Family MFC” in the region. The institution has departments for initial reception of families, emergency psychological assistance and response; provision of social services and support. Mobile teams come to solve the problems of families, and socially useful employment sites “Labor Workshops” are organized in the center. The experience turned out to be successful, so they decided to replicate it – a similar center will soon open in Nazarovo.
Ilya Zaitsev emphasized: “Our task is to reduce the burden on recipients as much as possible and simplify the procedure for receiving social assistance. Now, to receive a payment for a school-age child, you just need to check the box on the State Services website. The slogan “Caring for everyone” legally includes attention to the elderly, large families, children with HIV infection, support for the visually impaired in terms of payments for the maintenance of guide dogs. We are proud of these initiatives, which are reflected at the federal level. The logic of help is changing, the system goes to people itself, understanding when it is necessary to support and help.”
The regional Minister of Social Policy, Irina Pastukhova, said that 1.4 million people receive various types of social assistance in the region—that’s every second resident of the region. Currently, there are 206 social service organizations operating in the industry. Interaction with NPOs is actively developing, 83 non-profit organizations have been involved in the work, their number has doubled in five years. Every year, more than 240 thousand needy citizens receive services from social service institutions, more than 10 thousand of them live in inpatient institutions.
Protection of families is a priority of the social service; more than 60% of families with children receive benefits; about 30 social support measures are provided for them. New forms of work are also developing. Families can count on a proactive format for providing benefits, social nanny services, and rental points for goods for children of the first and second year of life. A “family schedule” has been introduced for the work of institutions, with which parents with children feel comfortable receiving services.
Since 2021, state social assistance has been operating in the region on the basis of a social contract. The purpose of the service is to help a family overcome a difficult life situation. By concluding a social contract for individual entrepreneurial activity or running a personal subsidiary plot, citizens receive payments of up to 350 thousand rubles. Since the beginning of this measure, about 38 thousand social contracts have been concluded, thanks to which more than 70% of the families who applied have improved their financial situation.
At the same time, special attention is paid to supporting SVO participants and their family members. For this category, regional legislation has established about 40 support measures. Each family has a social passport and a social protection specialist is assigned. Work with families continues, the list of social support measures is updated, and additional, most popular social support measures are introduced.
Alexey Dodatko highly appreciated the results of the work: “We are proud of the social protection system, not only in terms of the volume of funds and infrastructure development, but also in the introduction of best practices. This is an effective key tool for solving the most important government tasks in the field of demography, implementing active longevity programs, and supporting the families of SVO participants. Formats created in the region are subsequently applied throughout the country.”
