Criminal case for vandalism in District 1: The Greenfield Foundation claims the destruction of the surveillance system on the forest road

The Greenfield Băneasa Federation, which represents over 6,000 residents of the neighborhood, announced the filing of a criminal complaint after, last weekend, the traffic monitoring equipment installed on the Consolight-Padina forest road was vandalized and stolen.

These are LPR (automatic number plate recognition) systems, considered some of the most modern access control and road safety solutions, whose destruction had immediate effects on the community.

The consequences were felt even from the morning after the incident: hundreds of children arrived late to school, and many families were stuck in traffic, without viable alternative routes. Beyond the occasional discomfort, the situation highlights a deeper problem, related to the lack of sustainable access solutions for the neighborhood and the tensions accumulated over the last year.

According to the federation, these incidents are not isolated, but appear against the background of an increasingly hostile climate towards the community. Residents' representatives claim a long period of stigmatization and harassment, including online, where offensive labels were allegedly promoted and internal discussions were taken out of context to fuel conflict and division. In this context, an extensive referral was also recently submitted to the National Council for Combating Discrimination, documenting repeated cases of hate speech.

Unblocking of the Vadul Moldovei road, delayed by administrative blockages

Following the vandalism of the equipment, the authorities opened a criminal case for destruction and theft, and forensic teams intervened on the scene, delimiting the area and collecting the evidence necessary for the investigation. All available video and audio recordings have been made available to the competent authorities.

The Federation emphasizes that such actions are not related to environmental protection, but on the contrary, contribute to creating additional chaos and increasing risks for residents. In the absence of concrete measures from the authorities, the controlled use of the Consolight-Padina road remains, at present, the only secondary access option, given that projects such as the unblocking of the Vadul Moldovei road are delayed by administrative blockages.

Community representatives point out that the need for two functional access roads to Sector 1 is not a fad, but an essential necessity for the safety and mobility of the residents. They call on the responsible institutions – from the Government and the Ministry of the Environment, to the local authorities and the National Forestry Authority – to intervene quickly and apply the law, to prevent the situation from escalating.

In parallel with these local issues, the general context shows a wider need for reform and modernization of control and administration mechanisms, including in areas such as access management and traffic monitoring, where digital solutions are becoming increasingly important. At European level, for example, extensive reforms in the customs area, based on digitization and integrated data systems, are already being discussed, reflecting a wider trend of using technology to increase transparency and efficiency. Similarly, at the local level, such tools – such as LPR systems – are essential for securely managing access and preventing abuse.

In this tense context, the federation calls for concrete and quick solutions, warning that delays and lack of action only increase tensions and make an already affected community even more vulnerable.

In September 2025, the agreement between Greenfield and Romsilva was amended

We remind you that, from September 2025, access to the Consolight – Padina forest road is made according to strict rules, established by the contract between the Greenfield Federation Băneasa and Romsilva. The aim of the measure is both the safety of the residents of the neighborhood and the protection of the Baneasa Forest.

According to the new regulations, vehicular traffic is allowed from Monday to Friday, only between 07:00–10:00 and 15:00–18:00, while on weekends and the rest of the day the road remains open exclusively for pedestrians and cyclists. The maximum allowed speed is 20 km/h, access is only allowed to vehicles up to 3.5 tons, and transit is carried out in one direction, Consolight – Padina. Parking and throwing flammable materials is prohibited.

The Greenfield Băneasa Federation emphasizes that the solution is a temporary one, until safe alternative access to the neighborhood is identified, and responds both to the recommendations of the Territorial Public Order Authority and to the results of the CNAIR study for Aleea Teișani, which indicates the need to regulate the flow of traffic.

“This route is vital for the safety of residents in the event of Teișani Avenue being blocked. The benefits include seven times lower nox emissions and eight times lower PM10 emissions”said the federation.
