Chairman of the Norilsk City Council Alexander Pestryakov met with participants of the “Siberian Character” project Vladislav Buchinsky and Evgeny Gordeev. As reported, Vladislav Buchinsky and Evgeny Gordeev have already completed the theoretical module of the program: they became familiar with the basics of state and municipal management, and now they are in the midst of practice – familiarizing themselves with the principles of operation of city departments and institutions.

An important component of the work of any city administration manager is interaction with the deputy corps of Norilsk. This was precisely the topic of the meeting between the speaker of the local parliament and Vladislav Buchinsky and Evgeny Gordeev. Alexander Pestryakov spoke about the main aspects of the work of the City Council: the principle of forming a representative body of local self-government, the activities of deputy commissions, working with city residents during personal receptions and meetings with various work teams.

“Working with residents is the basis of parliamentary activity. You probably know how often people can encounter imperfections in current legislation, when one document may contradict another. This, in turn, sometimes ties the hands of the municipality, and we cannot help a person in his difficult situation. To minimize the number of such cases, we are taking initiatives at the regional or even federal level. We interact with the City Administration on a daily basis,” he emphasized.

Vladislav Buchinsky and Evgeny Gordeev shared with Alexander Pestryakov their impressions of participating in the “Siberian Character” program, visiting city departments and institutions, and also asked questions regarding improving the work of some industries.

Evgeniy, for example, expressed interest in the topic of ecology and environmental protection, in particular, voicing proposals to improve the situation in garage cooperatives, on whose territories large amounts of garbage traditionally accumulate, and also expressed the idea of ​​​​refusing the use of plastic bags in the city's retail chains. According to Alexander Pestryakov, such proposals certainly need to be worked out, including by involving a City Council deputy from the Green party in the work.

Vladislav, who has a technical higher education, is interested in introducing new technologies in the city: after visiting the municipal Rescue Service, he made proposals for the use of unmanned aerial vehicles in Norilsk, not only to search for missing people, but also, for example, to monitor the formation of spontaneous landfills, prevent large fires in the tundra zone and other areas.

Alexander Pestryakov, who in his youth also received a higher technical education and actively uses new technologies in life, explained that this area is undoubtedly one of the most promising, but one should not expect a quick implementation of such projects, since it is necessary to improve the regulatory framework, find financial resources and systematically prepare the appropriate personnel reserves.

At the end of the meeting, Alexander Pestryakov invited Vladislav Buchinsky and Evgeny Gordeev to take part in the work of the deputy commission on urban services, the meeting of which will take place next week: “I am sure this will be more interesting than reading all sorts of regulations and other documents on the interaction of the two branches of municipal government. After all, immersing yourself in the work of the commission will allow you to quickly understand all the intricacies of our work,” he concluded.
