High energy prices are harmful to the entire European economy, said Deputy Foreign Minister Ignacy Niemczycki on Tuesday in Brussels. He added that the EU must finally do something about it, and Poland is coming up with specific solutions.

As Niemczycki informed, Poland primarily strives to postpone additional solutions developed at the European level that result in higher energy prices. This is primarily about the ETS2 system, i.e. the new carbon dioxide emission allowance trading system for road transport and buildings (ETS2).

The deputy minister admitted that the full implementation of the system had been postponed until 2028, but Poland is striving for the mechanism to start functioning even later.

– We also want it to be a voluntary mechanism to be introduced only by those Member States that want it. This is one of the ideas, Niemczycki said.

The second – as the politician said – is the issue of reform of the ETS1 system, which covers emission fees, among others. large industrial facilities, e.g. power plants. Niemczycki admitted that a revision of ETS1 had already been planned, but revealed that Poland will strive to limit the allowance market only to those facilities that will actually be interested and to those that will need emission certificates. – It is important to avoid speculation on the market – he said.

He added that they are also ongoing in the EU discussions about introducing, for example, a price corridor for trading in allowances. – So we would have some pool of emission allowances. And if the price was too high, we could liquidate these allowances to lower the price appropriately. These are technical proposals based on European regulations, but which could make the mark-up on energy prices smaller, he explained.

Niemczycki emphasized that reducing energy prices is in Poland's interest, which is why our country has been raising this issue for a long time. At the same time, as the deputy minister noted, Poland is working on the energy market at record speed. – We are changing energy sources and moving away from fossil fuels, which is beneficial for the economy, but it must be done wisely – he said.

On Tuesday, Deputy Minister Niemczycki participates in the meeting of ministers for European affairs before the March EU summit in Brussels, which will be devoted to, among others, competitiveness of the EU economy.
