The qualification competition consists of the following two rounds:

Round 1: 54 teams were sorted into 14 groups. Each group will be played in a single tour form, at one of the teams selected as hosts after drawing lots. The first two teams in each group will advance in round 2 of the League A; The other teams will play in round 2 of the B. League.

Round 2: 28 teams will be sorted into 7 groups of four. The winners of each group will qualify for the final tournament. If Estonia will be among the seven qualified teams, then the best team ranked second will be qualified. The latest teams in each group will retrograde to Liga B from the qualifications of the next season.

In case of equality of points, the following criteria of separation, in the given order, have been applied to determine the ranking:
