DNA officially announced the charges against Robert Negoiță, placed under judicial control for 60 days, with the prohibition to exercise his position during this period. Negoiță is accused of illegally ordering construction and paving works on 12 streets, including on land owned by his brother's company, as the Recorder revealed last year. The works were also done over gas pipes, and thus “would have generated a significant risk for the safety of the residents of those areas”.

Negoiță is being investigated for abuse of office, and in his case a bail of 800,000 lei was set, which he must pay within 10 days.

What prohibitions does Robert Negoiță have?

Robert Negoiță is not allowed in the next 60 days, while he is under judicial control, to leave the country without the DNA's consent, nor to communicate with the other people involved in this file. He is also prohibited from exercising his position as mayor of Sector 3, during the period in which he is under judicial control, as well as the prohibition from going to the City Hall.

If he violates one of the above prohibitions, the measure of judicial control can be replaced by house arrest or preventive arrest, states the DNA.

In this file, together with Negoiță, the director of the Road Maintenance and Repair Directorate from Sector 3, Tania-Gabriela Ușurelu, the deputy director of the Road Maintenance and Repair Directorate, Gheorghe Pătru, the head of the Topographic Surveys and Approvals Service, Adrian-Nicolae Petre and the administrator of the companies SC SC Future Business Ideas SRL and SC FUTURE BUSINESS IDEAS SRL are being investigated. The administrator of the two companies is, according to termene.ro, Albert Fabian Manolache, but in the DNA press release his name is anonymized.

They are accused of complicity in abuse of office “if the public official obtained for himself or for another an improper benefit”.

Road to the real estate complex owned by Negoiță's brother, about which the Recorder wrote

DNA prosecutors say that in the summer of 2025 Robert Negoiță, as mayor of Sector 3, decided to build and pave a connecting street between Șoseaua Industriilor and Soldat Ghețu Anghel street, on land privately owned by SC Future Business Ideas SRL. The works were arranged illegally, as there was no necessary documentation – the mandatory authorizations and approvals for such construction works.

“Through these actions, the defendant would have caused damage to the administrative-territorial unit Sector 3 in the amount of over 902,000 lei, representing the costs of materials, human resources and machinery used to carry out the work, simultaneously with obtaining an undue benefit for the company that owns the land”, according to DNA.

DNA claims that in its approach Negoiță was supported by the civil servants concerned in this file, who drew up and signed documents and administrative acts that would have been the basis for the execution of road construction and paving works.

In August 2025, Recorder journalists published the investigation “Masters of Sector 3. The Mayor of Negoiță built a road with public money for the developer Negoiță”. Recorder showed how Robert Negoiță used the city hall's resources to build a road on the private land owned by his brother, laying an asphalt carpet on the very place where he is going to build several blocks and a shopping center.

The DNA accuses that 11 other streets were built illegally

The DNA also accuses Robert Negoiță that between November 2017 and December 2025 he ordered, also illegally, construction works on 11 streets in Sector 3. It was about repairs to existing roads, the construction of new roads (partially or fully), paving, asphalting and the development of roundabouts, all done without having the necessary legal documentation for such public works. “The works would have been carried out without obtaining the mandatory approvals, including those issued by the gas network operator (Transgaz), for interventions carried out above the gas transport pipelines or in their protection zones”.

Recorder also wrote about the streets built over the Transgaz pipelines in October 2025.

“Through these actions, the defendant Negoiță Robert Sorin would have caused damage to the administrative-territorial unit Sector 3, consisting of the costs related to the materials used, the human resources involved and the machines used in the execution of the works, as well as would have generated a significant risk for the safety of the residents of the respective areas, determined by the possibility of damage to the gas pipelines, against the background of the heavy traffic on the roads built in these conditions”, says DNA.
