On the eve of severe frosts, resource supply organizations in Krasnoyarsk and the region are switching to an enhanced operating mode. This was reported at the mayor's office and Governor Mikhail Kotyukov wrote about this in his Telegram channel.
The head of the region held a meeting with the participation of operational services, relevant ministries and heads of municipalities. Experts have identified key control points in extremely low temperature conditions. First of all, this is public infrastructure. The governor set the task of checking the availability of fuel at boiler houses every day. There are currently stocks at all sites.
Mikhail Kotyukov instructed the Ministry of Construction and Housing and Communal Services to check the readiness of backup sources of electricity, and also, together with resource supply organizations, to ensure a quick response of repair teams in the event of accidents. During the headquarters, special attention was paid to the readiness of medical organizations; the Ministry of Health was instructed to put ambulance services on high alert.
The head of the region also noted that to ensure the safety of children when weather conditions worsen, it is necessary to quickly make decisions on the distance learning format and promptly inform parents about the work of educational institutions through school chats.
Special attention was paid to issues related to the operation of public transport and road services. The governor set the task of deploying heating points on the highways, as well as providing road detours so that rescuers could come to the aid of drivers in time in difficult situations. The Ministry of Ecology was instructed to strengthen control over the reduction of emissions from enterprises during the period of NMU if it is introduced.
During the headquarters, we also talked about fire safety in the private sector, in the homes of large families and single elderly people. Experts will study this topic with special care.
The head of Krasnoyarsk Sergei Vereshchagin, in turn, held a meeting with representatives of network organizations, as well as services, bodies and territorial divisions of the mayor's office.
“Utilities, city services and, in general, the entire infrastructure during the frost period will bear an additional burden. The key thing that needs to be ensured is the safety of residents and the uninterrupted operation of life support systems,” noted Sergei Vereshchagin. — Before the meeting, I specially raised the statistics of requests from citizens regarding outages and requests that came to me through social networks during the holidays. There are “thin” places in the city where failures occur most often. These areas require the most attention. I especially ask that you conduct briefings for public transport crews. The facts when children are dropped off in the cold should be considered an emergency situation. Appropriate measures must be taken immediately against such carriers.”
Currently, round-the-clock duty has been organized at the critical facilities of the Siberian Generating Company, PJSC Rosseti-Siberia and Kraskom LLC, the number of emergency recovery teams has been increased, and all planned work on the networks has been stopped to eliminate the need for temporary outages of consumers. All materials required for the sustainable operation of companies have been prepared.
Sergey Vereshchagin drew the attention of Rosseti PJSC to the need for a stable power supply to high-rise microdistricts, where outages occur most often, including Solnechny, Zelenaya Roshcha, and Severny. The situation in the private sector should be under separate control.
The Department of Municipal Economy and Transport is instructed to be in constant interaction with the regional operator for the removal of municipal solid waste. The company's transport must also be prepared for frost to avoid disruptions to the garbage collection schedule.
Also at the meeting, it was decided to temporarily suspend the operation of the skating rink at Strelka, since its technological equipment could fail at significantly low temperatures.
