The Europol trade union warns that the Ministry of Internal Affairs (MAI) has put into public debate a project that abrogates the possibility for the families of deceased policemen to stay on rent in service homes, if they do not have the opportunity to purchase them.

On 18.12.2025, on the official website of the Ministry of Internal Affairs, the draft of the Law on some measures related to service housing for some categories of personnel in the public system, as well as the statement of reasons that formed the basis of its elaboration, was put on the Decisional Transparency.

According to Law no. 562/2004 (…), currently in force, retired police officers could keep their status as tenants of service homes, as well as their descendants (in case the owners of the rental contracts were deceased), and their incomes did not allow them to buy service homes”the representatives of the Europol Union reported on Wednesday.

They explain that the provision exists in Article 6 of Law no. 562/2004 – “In the situation where the service residences are occupied by pensioners or descendants of deceased rental contract holders, whose income does not allow them to purchase the residence under the conditions provided for in art. 3, they can keep their status as a tenant”.

According to Europol, in the draft normative act posted in Decisional Transparency, whose initiators are the Ministry of National Defense, the MAI and the Ministry of Justice, article 6 of Law no. 562/2004 will be repealed.

Practically, Cătălin Predoiu, without any transition period, will effectively throw the descendants of the deceased policemen into the street who, due to their low incomes, will not be able to purchase the service home under the conditions of art. 3 of the law.

Specifically, based on the changes to be implemented by the draft law, precisely the categories of vulnerable people will suffer who would not have the possibility of renting a house at the prices currently practiced on the real estate market”the trade unionists also sent.
