Fuel surcharge rates – what are they and who do they apply to?
Fuel surcharge rates are amounts specified in amounts constituting one of the components of the final price of motor fuels (gasoline, diesel oil and gas) in Poland. This fee is of a public law nature and its main purpose is to collect funds for the expansion and modernization of the national road and railway infrastructure..
The funds from the fee go primarily to the National Road Fund, the Railway Fund and the Public Bus Transport Development Fund.

The obligation to pay this fee applies to entities introducing fuels to the domestic market, i.e. mainly producers and importers of motor fuels and natural gas.. These entities pay the fee to Bank Gospodarstwa Krajowego, which manages these funds.
Fuel surcharge rates are regulated by the Polish authorities, and their amount for a given year is announced by way of an announcement of the Minister of Infrastructure in the Official Journal “Monitor Polski”. These rates are indexed annually and may vary depending on the type of fuel.
