Karol Nawrocki appeals to the Sejm to debate the presidential bills


The announcement published by the Chancellery of the President of the Republic of Poland pointed out the growing tensions surrounding the functioning of the so-called the parliamentary freezer, where presidential initiatives have been languishing for months.
In Friday's statement, the Chancellery of the President of the Republic of Poland drew attention to the criticism from those in power, who accuse the president of using a veto, while they themselves block all his bills. Marshal of the Sejm Włodzimierz Czarzasty, who recently took up this function, announced in his speech that he would use a “marshal's veto” against legislative projects that, in his opinion, lead to populism and destabilization of the state.

Czarzasty refers to the constitution
In his speech, Czarzasty emphasized that the political problem does not lie in the constitution itself, but in the actions of those who seek to violate it. He emphasized that in accordance with constitutional principles, the president has a representative function, and the government is responsible for managing the state
. “Agreements must be kept,” said the Marshal, referring to the political model adopted in the constitutional referendum in 1997. He also added that Poland's history shows that society does not accept the concentration of power in the hands of one person.
“The Marshal introduces obstruction”
In its statement, the Chancellery of the President recalled that Karol Nawrocki, when taking over the office of president, announced the construction of a sovereign, law-abiding Poland, focusing on prosperity and large investments. In order to implement this vision, the president submits bills to the Sejm that are intended to support the country's development, protect the family, Polish agriculture and save the health care system. According to the KPRP, the president's initiatives are a response to problems for which the government cannot find solutions.
“The current ruling coalition not only does not implement its own announcements, but also hinders the implementation of the necessary changes proposed by the President. – we read in the announcement. The KPRP emphasizes that the Marshal of the Sejm, instead of accelerating the processing of legislative projects, introduces obstruction, which is contrary to his duties.
A call for a debate
President Karol Nawrocki appealed to the Speaker of the Sejm, the ruling parties and all parliamentarians to engage in a substantive debate on the regulations he presented. The Chancellery points out that since the president's swearing in, 13 of his legislative initiatives remain unconsidered in the Sejm.
The first draft was submitted to the lower house on August 7, the day after Nawrocki took office, and the last one was submitted on November 18. “The counting of the days continues,” summarizes KPRP.
