More than a dozen European leaders have prepared a counterproposal to the American peace plan for Ukraine, proposing, among other things, no restrictions on the size of the Ukrainian army – reported the Washington Post.

Safety concerns and opposition to limits
On the occasion of Saturday's G20 summit in Johannesburg, South Africa, several European leaders prepared a counterproposal to the 28-point US plan. As they emphasized, these politicians assumed that Washington's initiative was only a “basis that would require further work.”
The group, which included the leaders of the EU, Canada, Italy, France, Britain, Germany and Japan, said it was “concerned about proposed restrictions on Ukraine's armed forces that would leave it vulnerable to future attacks.”
“We emphasize that the implementation of elements (of the plan) relating to the European Union and NATO would require the consent of EU and NATO member states,” the statement added.
What does Europe's plan include? Power plants and the Dnieper
A copy of the draft by European leaders, obtained by The Washington Post, stipulates that no restrictions will be imposed on Ukraine's armed forces.
Kiev would also regain control over the Zaporizhia Nuclear Power Plant and the Kakhov Hydroelectric Power Plant, as well as enjoy “unrestricted right of flow” on the Dnieper and exercise sovereignty over the Kinburn Spit (the westernmost part of the Kinburn Peninsula, separating the mouth of the Dnieper and Bohu from the Black Sea – PAP).
Key talks in Geneva
Remaining territorial disputes – according to the European proposal – would be resolved only after a ceasefire. According to Reuters, citing a German source who wished to remain anonymous, On Saturday, Europeans sent a draft of a new peace plan to the Ukrainian and American administrations.
On Sunday, in Geneva, Switzerland, there will be a meeting of security advisers from the countries forming the informal E3 group – Great Britain, France and Germany – with representatives of Ukraine, the European Union and the United States.
The USA will be represented by, among others: by Special Envoy Steve Witkoff and Secretary of State Marco Rubio. According to Reuters, Russia is not to take part in the talks in Geneva, but the US wants to organize a bilateral meeting with the Russian delegation soon.
On Thursday, Axios published details of the 28-point peace plan for Ukraine negotiated by the US and Russia. According to it, Kyiv is to undertake, among others: not to join NATO, limiting the number of troops to 600,000. soldiers and giving Russia part of the territory.
President of Ukraine Volodymyr Zelensky said that he will not betray Ukraine, just as he did not betray it in February 2022. – Now is one of the most difficult moments in our history. Now Ukraine may face a very difficult choice: either loss of dignity or the risk of losing a key partner. Either a difficult 28 points or an extremely difficult winter – the hardest – and further risks. Life without freedom, dignity and justice. And that we should believe the one who attacked twice already. They will expect an answer from us, the head of the Ukrainian state said in a speech on Friday. (PAP)
