Bacon referred in this way to the Politico website's reports that the Trump administration plans to present its peace plan negotiated with Russia to Ukraine as a “fait accompli”, believing that a weakened Ukraine will not be able to reject it. On Wednesday, United States Secretary of Land Forces Dan Driscoll, the highest-ranking Pentagon official in Donald Trump's administration, arrived in Kiev to visit Ukraine. The aim of the visit is to include, among others: talks on ending the war, as well as partnership in drone production with Ukraine. According to the Wall Street Journal, Witkoff was to advise Driscoll on peace negotiations.

Reports of a potential breakthrough come at a time when President Trump has agreed to Congress proceeding with a bill on new sanctions against Russia. Despite this, PAP sources in Congress expressed skepticism on Tuesday and Wednesday whether the restrictions would actually be passed.
