Partial local elections of December 7, 2025: Total expenses will exceed 67.6 million lei. How the Reserve Fund money is distributed

The total expenses necessary for the preparation and organization in good conditions of the partial local elections, from December 7, for the general mayor of the municipality of Bucharest, for the president of the Buzău County Council and for 12 other town halls, will exceed 67.6 million lei, according to a draft decision, initiated by the Permanent Electoral Authority (AEP) and on the Government's agenda on Friday.
“In order to carry out the necessary expenses for the preparation, organization and holding of the partial local elections on December 7, 2025, the budget of the Ministry of Internal Affairs, of the Permanent Electoral Authority, of the National Administration of State Reserves and Special Issues, of the Special Telecommunications Service as well as of the General Secretariat of the Government, for the National Institute of Statistics from the budgetary reserve fund at the disposal of the Government, provided for in the state budget, is supplemented for the year 2025”, it is stated in the draft GD.
The most money will be allocated to the MAI (45 million lei) and the Permanent Electoral Authority (16.9 million lei).

What will the money be used for?
The main expenses necessary for the preparation and holding in good conditions of the partial local elections on December 7, 2025 are the following:
- a) expenses regarding the premises, equipment and operation of offices and electoral offices;
- b) the allowances of the members of the electoral bureaus and offices, of the auxiliary technical staff, of the statisticians, of the computer scientists, of the computer operators, as well as of the staff of the Ministry of Internal Affairs included in the plans of measures specific to the areas of order and public safety to ensure the security of the operations and activities carried out for the good organization and conduct of the electoral process, approved at the level of the Ministry of Internal Affairs, the Romanian Police, the General Police Directorate of the Municipality Bucharest and county police inspectorates;
- c) expenses related to the preparation and printing of permanent electoral lists, copies of complementary electoral lists, forms of supplementary electoral lists and extracts from electoral lists;
- d) expenses related to the preparation and printing of the forms and other forms used in the activity of the electoral offices of the polling stations;
- e) expenses for the implementation by the staff of the Ministry of Internal Affairs of the plans of measures specific to the areas of order and public safety to ensure the security of the operations and activities carried out for the good organization and conduct of the electoral process, approved at the level of the Ministry of Internal Affairs, the Romanian Police, the General Directorate of Police of the Municipality of Bucharest and the county police inspectorates;
- f) expenses for printing the minutes regarding the recording of voting results;
- g) expenses for special telephone services and voice and data communications, necessary for electoral offices;
- h) expenses regarding the development and technical assistance for the operation of the Electoral Register, as well as its specific management activities during the electoral period;
- i) expenses related to the development and technical assistance for the computer programs used to appoint the presidents of the electoral offices of the polling stations and their deputies, as well as the computer operators of the electoral offices of the voting stations;
- j) expenses for the operation of the computer system for monitoring attendance at the polls and preventing illegal voting;
- k) expenses for the operation of the computer system for centralizing the data from the minutes regarding the recording of voting results;
- l) expenses for equipping with equipment, computer technology, consumables and services necessary for the organization and operation of the processing stations regarding the centralization of the results of partial local elections;
- m) expenses for ballot boxes, special ballot boxes, voting booths, markings and indicator boards, as well as any other elements regarding the accessibility of polling stations;
- n) expenses for printing ballot papers;
- o) expenses for the manufacture of electoral stamps and self-adhesive stamps;
- p) expenses for making the badges of the members of the electoral offices of the polling stations;
- q) transport costs, packaging and distribution of materials, documents and forms provided by law for the conduct of the electoral process, transport costs related to the delivery of materials and documents resulting from the electoral process;
- r) voters' information expenses;
- s) expenses for the production of publications, guides, brochures and/or leaflets specific to electoral matters;
- t) expenses regarding the training of mayors, secretaries of administrative-territorial units, financial proxies, presidents of the electoral offices of the polling stations and their deputies, of the personnel involved in carrying out the technical operations regarding the establishment of the election results, as well as of the computer operators of the electoral offices of the voting stations;
- u) expenses for the provision of special electoral display places and for the placement of electoral panels;
- v) expenses for equipping the sanitary units of the polling stations in the country with materials intended for personal hygiene;
- w) expenses regarding the organization and implementation of the pilot project for the independent exercise of the right to vote by visually impaired voters;
- x) expenses related to the archiving of materials resulting from the electoral process.
How much the members of the electoral commissions will be paid
On Thursday, the government approved by emergency ordinance some measures and expenses for the organization of the elections for the general mayor of the municipality of Bucharest, for the president of the Buzău County Council and for the mayors of 12 other localities, which will take place on Sunday, December 7.
The allowances for the staff in the electoral offices and offices and for those who provide technical support will be between 128 lei/day and 225 lei per day.
The candidacies for the position of general mayor of the Capital and for the president of the Buzău County Council can be submitted between November 12-17, according to the electoral calendar.
