What Trump's plan provides for and who is the negotiators of the Israel-Hamas armistice after two years of war

Israel and Hamas agreed on the first phase of a fire termination plan, proposed by US President Donald Trump. The agreement provides for the rapid release of all hostages from Gaza, Israeli withdrawal within the first 24 hours and the release of Palestinian prisoners. The signing of the armistice is expected to take place at 12:00, Israel time, writes Reuters.

The armistice is expected to enter into force in Gaza with the signing of the agreement.

What Trump's Plan for Gaza stipulates

Donald Trump published a 20 -point proposal last week for Gaza, and on Wednesday announced that both Israel and Hamas subscribed to the “first phase” of the plan. However, it is not clear how many of the 20 points were accepted by Hamas and Israel, writes Reuters, according to News.ro.

Reuters presents some of the main points of Trump's plan:

  • If both sides agree with the proposal, the Israeli forces will partially withdraw to prepare the issuance of the hostages. All military operations will be suspended, and the battle lines will be frozen until the conditions for the “full withdrawal” of the Israeli forces are met.
  • All the hostages, live and dead, will be returned within 72 hours after ceasing the fire. Once all hostages are released, Israel will release 250 Palestinian prisoners sentenced to life imprisonment, plus 1,700 inhabitants of Gaza after the conflict begins.
  • Hamas members “who undertake to coexist peacefully” and give up weapons will benefit from amnesty. Hamas members who want to leave Gaza will benefit from a safe passage to the host countries.
  • The full help will be sent immediately to the Gaza Strip, in quantities in accordance with the levels provided in the Agreement of January 19, 2025. The aid deliveries will continue without the interference of Israel or Hamas, through the United Nations and related agencies.
  • The plan provides for a “Peace Council” made up of international monitors, led by Trump and that could include the former British prime minister Tony Blair in an indefinite role.
  • Israel will not occupy and annex Gaza. The Israeli defense forces will progressively teach to the international stabilization force the Gaza territory.

The main actors of the negotiations who led to the Israel-Hamas agreement

The indirect negotiations for the Plan of cessation of the War in Gaza were held in Egypt and had the following actors:

Israel

According to the prime minister's office, leaders of the Information Services Mossad and Shin Bet, Netanyahu's foreign policy counselor, Ophir Falk, and his hostage coordinator, Gal Hirsch, participated.

The Minister of Strategic Affairs Ron Dermer, a close collaborator of Netanyahu, joined the discussions on the third day, on Wednesday, according to an Israeli official.

Palestinian

The Hamas delegation was led by the head of the exiled group in Gaza, Khalil al-Hayya.

The Islamic Jihad group in Gaza, which is smaller than Hamas, but considered more radical and who also owns Israeli hostages, also participated, said a Palestinian official close to the negotiations.

United States

Special envoy Steve Witkoff and Jared Kushner, Trump's son -in -law, who was sent to the Middle East during Trump's first term, were present in Cairo.

Regional powers

The Prime Minister of Qatar, Sheikh Mohammed bin Abdulrahman al-Thani, also contributed, according to the sources quoted by Reuters. The mediators in Qatar helped transmit the Hamas response to the plan.

The involvement of the head of Turkish national secret services, Ibrahim Kalin, indicates an increasingly important role of Turkey, a powerful NATO member who has close contacts with Hamas, but which Israel has not considered a mediator so far, writes Reuters.

The Hamas negotiator survived an Israeli attack last month

The main negotiator of Hamas, Khalil Al-Hayya, participated in Egypt negotiations just a month after surviving an Israeli air attack on Qatar on September 9th.

He became more and more influential in the militant group, as other Hamas's top officials were killed in Israeli attacks, including Ismail Haniyeh, eliminated when visiting Iran, and Yahya Sinwar, killed in Gaza.

Hayya, who lost a son in the current war in Gaza and two sons in previous conflicts, settled in Doha, along with other Hamas leaders.

Born in Gaza in 1960, Hayya has been part of Hamas since the establishment of this group, in 1987. considered to have good relations with Iran, a vital source of weapons and financing for Hamas, he was closely involved in the group's efforts to negotiate several armistice with Israel.

He was quoted by saying that the attacks on October 7 over Israel, who killed 1,200 people, according to Israeli statistics, were meant to be a limited Hamas operation to capture “a number of soldiers” to change with Palestinians locked by Israel.
