In a statement published on Wednesday, President Karol Nawrocki announced that he did not confirm the expiry of the terms of office of members of the National Broadcasting Council. He referred to the rejection by the Sejm and Senate of the report of the National Broadcasting Council on its activities in 2024.

On Wednesday, the Head of the Chancellery of the President of the Republic of Poland, Zbigniew Bogucki, delivered on the X platform a statement by President Karol Nawrocki regarding the rejection by the Sejm and Senate of the report of the National Broadcasting Council on its activities in 2024.

“After reviewing the resolution of the Sejm of the Republic of Poland of June 25, 2025 on the Report of the National Broadcasting Council on its activities in 2024 (MP item 646) and the resolution of the Senate of the Republic of Poland of September 25, 2025 on the report of the National Broadcasting Council (MP item 1022) and arguments presented by the Sejm and Senate in support of the positions rejecting the report of the National Broadcasting Council on its activities in 2024, I declare that I categorically disagree with the arguments contained in the above-mentioned resolutions of the Sejm and Senate and therefore I do not confirm the expiry of the terms of office of members of the National Broadcasting Council“- wrote the president in a statement. The Senate resolution rejecting the KRRiT report was accompanied by a justification containing 13 points. As written, the Senate rejects the KRRiT report due to, among others, “unlawful deprivation of public media of funds due to them due to lost revenues from license fees”, “gross violations of the law in licensing proceedings, conducted in a lengthy manner and in a way that undermines the principle of citizens' trust in the state”, “bias in imposing fines on broadcasters”, “questioning the EU regulations of DSA and EMFA and “the politicized nature of the report, “does not meet the standards of an official document of a constitutional state body.”

According to the regulations, if the report of the National Broadcasting Council is rejected by the Sejm and Senate, the term of office of all members of the council expires. However, the decision on this matter must be signed by the president. Without his signature, the expiry does not occur. The current situation resembles that of last year, when President Andrzej Duda did not consent to the expiry of the term of office of the National Broadcasting Council, despite the rejection of the report on the activities in 2023 by the Sejm and Senate. So far, the National Council has been dissolved only once, in 2010, when President Bronisław Komorowski agreed with the position of the parliament, which rejected the report on the council's activities for the previous year.
