The management of the largest school in Bucharest has resigned in the block, two days before the courses started. Parents threaten with actions in court

About 230 students aged 8-9 out of the 10th grades are obliged to learn provisionally after a program established by the management of the largest school in the Capital, after the process of renovating and extending the educational institution has not been completed on time. Moreover, those who run the school announced on Saturday, just two days before the start of the courses, that they resign in the block, according to edupedu.ro.

School no. 195 “Hamburg” in Sector 3, the largest school in the Capital, is in the center of a scandal after the management of the institution, the main director and the deputy directors, resigned in the block. The information was confirmed on Saturday, even by the school principal, Stefan Voicu, for Edupedu.ro, who values ​​that, asked by the reason for the resignation, the woman did not offer an answer.

In parallel, the steps of about 230 children aged 8-9, out of 10 third classes, claim that on Friday, September 5, on the eve of the school start, the management informed them that the students will learn after a provisional program, from 11:20 to 14:00. They describe the current situation of the school in three words: “chaos, abuse and intimidation”.

Parents accuse that, without any prior consultation and without an impact analysis, the management informed them a “provisional program, a chaotic, illegal program, because they mask a three-shift education, although this form of organization is illegal, as the Ministry of Education and the General School Inspector have recently declared.”

The Minister of Education, Daniel David, warned in March 2025 that, from the school year 2025-2026, it is no longer legal for students to learn in three exchanges.

The school, in a large renovation process

Parents also say that the school has entered a large renovation and extension process, and the organization of the education process was left over the last hundred meters, for about 2,000 students. Only two active bodies and containers remain “actually located on the sidewalk, in the parking lot, despite the fact that the school is overcrowd anyway, in total there are about 86 classes”, parents claim in a document transmitted edrudu.ro.

The situation at school raises questions about the effects on families, they say, “Who takes them to school? Who takes them from school? Who supports the exorbitant costs for this situation? Who responds because parents are forced to reduce their work schedule? Who responds to these children?

Parents go to court

At the same time, the parents say that, in parallel, it has triggered “a large action of harassing and intimidating them and the children, in order to renounce the attitude of revolt”.

“In this regard, we, the parents of 230 students, made the decision to call on the contest of the courts to do us justice, to advertise all the illegalities and to repair the damage suffered”, it is shown in the notification sent to edupedu.ro.

Izabela Nichifor, the father of a third-grade student, a lawyer, says that administrative acts such as “the decision of the Board of Directors will be challenged in which this program was approved”. “We do not have a physical format of this decision, but the legal operation exists at this time, because we were communicated an approved program even temporarily,” she adds.

Several schools in the Capital under renovation

On August 27, Edupedu.ro reported that, just two weeks before the school started, the students from no. 195 did not know in what exchange they would learn and from what time the courses will start. The situation was caused by the extension and modernization site, with the completion term September 2026, according to Mayor Robert Negoiță.

The parents had then received an online form with three program variants, including one that proposed to reduce the hours to 45 minutes and to rotate the classes, without specifying the frequency of this alternation. The management of the school then declared for edupedu.ro that “the organization of the program in two exchanges” is analyzed and that it will request the approval of the School Inspectorate of the Municipality of Bucharest for any changes.

Similar situations are found in other schools in the Capital. At the Gymnasium School no. 280 from Rahova, the more than 1,600 students will start on Monday, September 8, two -shift courses, but with a “offset” program.
