Horia Constantinescu can return to the management of CJPC Constanța. The court suspended the movement order issued by Piedone

Horia Constantinescu, the former president of the National Authority for Consumer Protection (ANPC), can return to the head of the County Commissioner for Consumer Protection (CJPC) Constanța. The Constanta Court annulled on Wednesday, July 30, the order of detachment issued by Cristian Popescu Piedone.

The court admitted the request to suspend Order no. 538/25.06.2025, by which Horia Constantinescu had been moved for a period of six months to CJPC Ialomița. However, the decision is not final, reports Agerpres.
“Admits the request for suspension made by the applicant Constantinescu Horia-Miiron in contradictory with the defendant the National Authority for Consumer Protection. It orders the suspension of the administrative act consisting of Order no. 538/25.06.2025 issued by the President of the National Authority for Consumer Protection, until the decision to pay the defendant. with the title of costs granted partially. is shown in the court of the court.
Horia Constantinescu, who led the ANPC until April 2024, challenged the movement order.
He publicly stated that the decision issued by Piedone represents “A coordinated action of intimidation and reduction in silence”, in the context in which he criticized the lack of transparency and the irregularities identified in the commercial activity in the coastal area.
The order of detachment motivated the move by “Professionalism and experience” Constantinescu, but the measure was perceived as a political and abusive approach, in order to remove it from a function in controlling the commercial activities on the coast.
