A proposal to amend the law supported by the USR, vehemently criticized by two PSD parliamentarians: “Ranga, episode 2 – comes what you wanted!”

Former president of USR Cătălin Drulă believes that in the future government, measures must be taken “which means that those who have executive power – a minister, a mayor – can implement and make personnel policies to bring those policies to the fulfillment”, writes news.ro. He criticizes the idea of ”fixed to the post”, referring to the officials of the public administration on positions following competitions and who cannot be changed and says that he wants to modify the law based on which those expelled obtain, in court, the return to functions.
Drulă made these statements on Saturday, in a show on Prima TV. He announced that USR claims the modification of the law that does not allow ministers, mayors or other persons in public execution positions to change from positions employed in the budget system on the grounds that they hold the positions following competitions.
“I give you a detail about what will be in negotiations, I hope, because I know that my party colleagues have convinced them. I know that Mr. Bolojan has a similar thinking. We must take those measures quickly, may On the Romanian, if I have all heard that expression: “Dom, this is fixed on the post, that it has given a competition.” One in hand: we know how the competitions are given, some are for good, others do not. What is that “fixed to the post”? “Fixed to the post” means a task in your carrier, mine and each that we will pay a salary in the state of someone, “said Cătălin Drulă.
He gave the example of the chosen president Nicuşor Dan, who, as far as the mayor was mayor, could not change the chief of the local police of Bucharest because “he kept putting the courts back, based on a crooked law, which gives a kind of enemy,” Drulă said.
Drulă: “Any mayor, any head of institution knows”
Asked if they are aimed at changing the legislation that allows those who have given a competition to be restored, by judicial decisions, Drulă replied affirmatively.
“I believe that it is always a balance in public policies and this time we can give it to increase this power (of the people at the forefront of the ministries or of the town halls-no) executive, as long as it is not exercised with bad will. Laws against this and, if someone is just harassed, obviously he has some protection, but from this to you are told “Welcome as mayor in the institution, you can do nothing!”, One thing that is known by everyone and something that is claimed by the mayors of PSD and PNL, “argued Cătălin Druă.
He confessed that he felt this attitude including during the period when he was Minister of Transport. “You have to overcompense with some leadership methods that are not natural, in my opinion, in an organization, that is, inspiring a certain fear, trying to use fireworks that are within the law. You can call here, in my place, Mr. Toma from PSD, Mr. Nelu Popa from PNL, to the USA. You abolish the post, you have committed, but in fact it is a scratching in the other ear, which, under the current conditions of budget deficit and fiscal problems, we do not allow ourselves ”, said Drule.
He also referred to the private environment. “And I would extend this freedom in the private area too. I think there is a need for some measures to compensate what will come in terms of budget deformation by stimulating the business and that means in business to be a little more flexible on the job side, but not only. Not only. Authorizations, that ease of making a business to do the area that we have to do in the area. Business – no) ”, says Cătălin Drulă.
Victoria Stoiciu (PSD): “If you are not” on the vibe “with the party or you do not smile enough, you are out”
The PSD Senator Victoria Stoiciu immediately criticized the proposal of USR deputy Cătălin Drula on Saturday. “What does Mr. Drulă actually want? Any mayor or minister can kick out the civil servants engaged through the competition,” she said.

“I agreed, most of us, that Simon's idea of kicking 500,000 budgets” from the pen “and a populist stupidity. But the proposal of Mr. Drua is not far away. What does Mr. Drulă really want? Any mayor or minister will be able to go out according to the good civil servants engaged through the competition. It does not matter that you are competent, that you have gained your correct position, that you have experience. If you are not “on the vibe” with the party or you do not smile enough in the meetings, you are out. No performance criterion. Just arbitrarium. And maximum politicization ”, wrote Valeria Stoiciu in a Facebook post.
It continues: “Good … And if the employee goes to court and wins, he can no longer be re -entered, says Mr. Drulă. That he wants his muscle. And what if justice says something else? And what if this is the letter of the Labor Code? Mr. Drulă, the rule of law is not with a shower and we respect the law, or we are hypocrites. “
Valeria Stoiciu also states that “Romania needs a reform of the public sector, it is clear, but one based on equity and performance criteria, not on political and dictated purification.”
“What, in fact, proposes to us, is a system in which the mayors and ministers become masters on the plantation, who cut and hang as the party requires. A system without rights, without justice, without rules. This is not a reform, this is the abuse and weakening of the rule of law. reform.
Florin Manole (PSD): “Ranga, episode 2-comes what you wanted!”
Another Social Democrat who commented on Saturday's statement Cătălin Drulă was PSD deputy Florin Manole, writes News.ro. “The civil servants of USR and gold are promised something: Ranga, Episode 2-it comes what you wanted. The others, people who do their job seriously and correctly in administration, education, health or public order, need a balanced Parliament that does not occur to the populist excesses,” wrote Florin Manole on Facebook.

Florin Manole also says that, “in 8 years of opposition, USR has repeated: depoliticization and rule of law, and now, when the context makes the USR approaching power, the speech changes: through Cătălin Drulă's voice it gives the depoliticization and wants more arbitrarily in the personnel policies, more power of the state, the power of the state.
“Translated simple, if you are a civil servant, you have a job and a family, maybe a loan for a decent house and life, but the mayor, the minister, the director of the institution and wants you, in 2 minutes you remain with the credit and with the family, but without a job and a decent life. Drulă wants the disregard of some judicial decisions, only those who give the employee.
