Governor of the Krasnoyarsk Territory Mikhail Kotyukov held a working meeting with the heads of territories dedicated to implementation in the region of the first stage of local government reform.
Present They said that in connection with the upcoming changes in residents, the issues of transport accessibility, the convenience of providing services, maintaining social infrastructure in rural areas, territorial identity and names of districts, and municipal employees worry about their jobs. The governor gave clarifications and promised to additionally work out individual topics.
The head of the region noted that the main goal of the reform is to improve the quality of the management system in the territories and consolidate resources to solve the problems of residents. After changing the administrative structure, the second stage will be the distribution of powers. Kotyukov explained that such transformations have long been related and “are designed to lay the foundations of long -term sustainable development of the municipalities of the region.”
Mikhail Kotyukov reminded the heads of the territory that now most of the appeals of residents are just about the quality of the work of local authorities. According to him, “the new regional law will make it possible to solve this problem through the creation of strong managerial teams in the districts that can ensure the further development of territories.”
The governor also assured that “there will be no reduction in financing of territories and no one will lose anything as a result of the unification.” The formation of the budgets of districts and the preparation of long -term programs for their development will be paid special attention.
“In financial terms, no one will lose a single penny. The Ministry of Finance will follow this. It is important, and today the request is very high for this, to reduce bureaucratic processes so that the funds reach the territories faster. In addition, experts can help analyze areas, update the tasks that are faced with the districts. There will be no optimization of the network of regional institutions. Social guarantees in the village and payments to citizens are preserved, ”said the governor.
In addition, he focused on the topic of preserving the identity of municipalities:
“We really must be careful about our historical memory. All settlements will remain on the map of the region. As for the names of the new districts, I ask you to work out all the sentences received. ”
The head of the region also emphasized the importance of feedback: “We must take into account the opinion of the inhabitants of our cities and regions, their proposals will be worked out in the course of preparing the document for the second reading in the Legislative Assembly of the region. It is important that explanatory work is carried out by you in your territories, people should not be unanswered. ”
Recall that the Krasnoyarsk Territory will switch to a single -level system of organizing local self -government in the development of provisions new federal law “On the general principles of the organization of local self -government in a single system of public power”which will enter into force on June 19 of the current year. According to the draft regional law, local self -government in the region will be carried out in 39 districts instead of the current 472 municipalities.
