Deputies of the Legislative Assembly of the Krasnoyarsk Territory shared their experience in providing the population with medicines. The assessment of the work on medicinal assistance to the population was given by the heads of the Committee for the Protection of Health of the State Duma of the Russian Federation and a representative of the Ministry of Health of the Russian Federation.
For acquaintance with the structure, guests were invited to Divnogorsk. Participants of the visiting meeting visited a pharmacy at the house, pharmacy points in the Divnogorsk Interdistrict Hospital, in the village of Ovsyanka and in Fap Ust-Man. There, State Duma deputies were told about the problem that is due to the imperfection of the regulatory framework. So, FAP cannot receive a license to trade in medicines if such a license has already been obtained by a private pharmacy registered in the village. Even the fact that a pharmacy may not conduct actual activity does not change the situation.
Another format for providing the population with medicines is mobile pharmacy points. They will help to provide medicines with those villages where it is impossible to create a stationary pharmacy and find qualified pharmacists. Since 2024, they have been working in three constituent entities of the Federation, including the Krasnoyarsk Territory. Within the framework of the “pilot”, the two “lekobil” came to small settlements located in the west and south of the region. Even in a short time, the inhabitants of the villages praised the opportunity to buy medicines near the house.
Alena Popova, General Director of the Provincial Pharmacies JSC, is sure that for the Krasnoyarsk Territory, which is highly length and at the same time low population density, mobile pharmacies are a real opportunity to provide residents of sparsely populated villages with medicines.
Now the regulatory framework for the work of such pharmacies throughout the country is being developed. Since 2017, the profile committee of the regional parliament under the leadership of Ilya Zaitsev has been working on this legislative initiative. The problem is raised at the highest federal venues: on the Council of Legislators of the Russian Federation, it emphasized its relevance by the chairman of the regional parliament Alexei Dodatko. Unresolved questions are applied in nature.
“Today we saw the entire pyramid of drug support, which is built in the region. The availability of drugs is a question that really worries every citizen. The experience of a pilot project on mobile pharmacy points will become the basis for the federal bill. We focus that already in 2026, a document regulating the activities of mobile pharmacies will enter the practical plane and will enable the new format of drug support to be introduced in our country, ”said Yevgeny Nifantiev, deputy chairman of the State Duma Committee on Health.
Summing up the discussion, Ilya Zaitsev noted: “The Krasnoyarsk region uses all the possibilities to defend the interests of patients. It is great that partners in support of our initiatives are colleagues from the State Duma. I hope that soon we will be able to reach the exact legal definitions of mobile pharmacy groups. We clearly showed the actual routes that drove mobile pharmacies, calculated the distance and the economy, demonstrated how the car might look. We are ready to connect to work and share the results of the successful experience of the region at the federal level. At first glance, we are talking about the intricacies of legal formulations, in fact there are the needs of a particular person who lives in a small village and is often forced to go several tens of kilometers to buy or get the necessary medicine. ”
