

“We also have so-called kinetic sanctions, that is, those deep strikes and work in the rear at the expense of UAVs. […] We hit legitimate targets. Oil production and oil refining make up 90% of the budget of the Russian Ministry of Defense. That is, these are dirty oil rubles, thanks to which the enemy is killing us,” he said.
According to the head of the SBU, since the beginning of the year there have been almost 160 successful hits of oil production and oil refining facilities in the Russian Federation, and in September and October – 20: six oil refineries (ORPs), two oil terminals, three oil depots and nine oil pumping stations.
“This led to a deficit of more than 20% in the domestic market of petroleum products, downtime of 37% of oil refining capacity, as well as a shortage of relevant petroleum products in 57 regions of the Russian Federation and a ban on the export of gasoline until the end of this year. Of course, we do not stop at our achievements,” said Malyuk.
He admitted that the Russian Federation has “very strong air defense.”
“Their Pantsir works best against our long-range drones. So, from the beginning of 2025 to the present day, we have destroyed 48% of the enemy Pantsirs. This is today’s priority. […] They produce 30 per year, but the number of destructions is much higher than what they produce. We are working on this,” Malyuk emphasized.
Context
Ukraine regularly attacks targets in Crimea and Russia, mainly with drones. Oil and gas facilities were hit (oil refineriesoil depots, gas terminals), and other energy facilities, as well as military airfields.
Russian media reported that on the night of October 31, a thermal power plant in the Oryol region and an electrical substation in the Vladimir region were attacked.
