The amendment to the Act on the State Emergency Medicine (PRM) and some other acts introduces a distinction to two and three-person medical rescue teams. The minimum composition of the teams at the level of two people is currently established. The number and deployment of rescue teams in the field will determine the Provincial Action Plan of the PRM system.

Under the amendment, a new type of emergency medical teams, i.e. motorcycle units, will be created. Medical paramedics on motorcycles are to reach places where the ambulance cannot reach, i.e. during larger assemblies and traffic difficulties on the road. Motorcycle rescue units (double and triple) will be part of the Provincial Action Plan of the PRM system, separately contracted by voivodship branches of the National Health Fund. Motorcycle units will work from May 1 to September 30, up to 12 hours in one day.

According to the amendment, one SOR will protect the area not greater than the area inhabited by 200,000. residents. The time of reaching the teams from the scene of the incident to the SOR should not be longer than 45 minutes, and the time to transfer the patient to SOR will be specified in the regulation. MZ suggested that it be 15 minutes.

Another change assumes the creation of a legal basis for paying allowances for work on Sundays and holidays and at night. The right to add -ons of 45 percent and 65 percent basic salary for each hour of work performed on Sundays and holidays, and for each hour of work at night for members of the emergency medical team who perform a medical profession, will be granted with retrospective power from July 1, 2023 – assumes amendment.

The Senate introduced a amendment to the amendment, which assumes the provisions of the additions of the air rescue teams and other persons not performing the medical profession.

Alarm connections from No. 999 will be directly directed directly to medical dispatchers, bypassing rescue notification centers.

After the changes, the medical dispatcher will have to have at least two years of experience. According to applicable regulations, a medical dispatcher must have at least three years of experience.

Members of the emergency medical teams are to have psychological support provided. Entering this obligation to the Act is the implementation of the announcements of the health department after the murder of a paramedic in January in Siedlce. Paramedics will also be cyclically trained from self -defense and de -escalation techniques. The training will take place at least once every five years and will be financed from public funds.

Another solution is to expand the definition of first aid with the possibility of administering in a sudden drug available at the scene of the incident. Such a drug could give a witness to the event.

According to the amendment, first aid persons, members of the emergency medical team, persons providing benefits at the Hospital Emergency Department, medical dispatchers, voivodship medical rescue coordinators and a national emergency medical rescue coordinator will be able to sacrifice the personal rights of other people (excluding life or health) and property, if necessary for saving their own lives or health during their tasks.

The amendment also clarifies the behavior of the corpse in an ambulance. (PAP)
