PiS president Jarosław Kaczyński announced that the party has created a project for a system to change the health service. The proposed reform includes, among others: reversing the pyramid of health services, separating work in public and private health care, and unifying the founding body of hospitals.

On Saturday in Warsaw, during the PiS conference on proposals and possible solutions in health care, Kaczyński assessed that undertaking far-reaching changes in the health service “will always be entangled in various types of interests and related tensions and disputes.”

He said that PiS and people associated with the party have created a project of a system for changing the health service. In his opinion, Poland is “against the wall” in this matter, which is why a reform should be presented.

The idea is that what has worked is maintained and developed, and what has not worked is changed. This change will be a certain social process, and undoubtedly a conflict-related process, Kaczyński said.

Primary health care is to be the basis of the system

Presenting the proposals for changes, PiS senator Stanisław Karczewski said that one of the most important demands would be reversing the pyramid of health services so that the basis of the system is not hospitals, but primary health care.

As he said, the reform will include, among others: unification of the founding body of hospitals, which is intended to prevent their closure, or complete separation of work in public and private health care, which is expected to result in most doctors moving from the private to the public system.

Karczewski also mentioned: rvisual leave for nurses to improve health, primary and secondary prevention, full computerization, sports activation and incorporation of the Ministry of Sport into the Ministry of Healthshortening or eliminating postgraduate internships for doctors and strengthening the position of the Minister of Health in the government, e.g. by adding the function of deputy prime minister.

Will there be a ban on social media for those under 16?

The senator emphasized the need for mental health prevention. As he added, alone would be in favor of banning the use of social networking sites by people under 16 years of age. He also emphasized that in addition to a comprehensive health care system, a well-functioning social and senior care system should be created.

After the speech of the president and the PiS senator, a discussion panel began on the proposed changes in health care with the participation of politicians and the experts they invited.

The group led by Jarosław Kaczyński has been conducting a campaign of press conferences since mid-November, during which local politicians criticize the current government for causing – as they often call it – a “collapse” in the Polish health service. So far, PiS has organized such conferences mainly in front of hospitals in 23 cities across the country.

Two medical summits were held at the beginning of December: organized by the Minister of Health Jolanta Sobierańska-Grenda and President Karol Nawrocki. They focused on the problems of financing health care in the context of, among others, information about next year's expenditure for this purpose. The deficit of the National Health Fund next year is estimated by the Ministry of Health at PLN 23 billion. The budget plan for 2026 assumes that PLN 247.8 billion will be allocated to health care.
