The budget of the Krasnoyarsk Territory for the first quarter of 2026 was executed with a surplus

Governor Mikhail Kotyukov held a meeting of the Presidium of the Government of the Krasnoyarsk Territory, at which the results of the execution of the regional budget for the first quarter of 2026 were presented.
Revenues amounted to 110.7 billion rubles – 24.5% of the annual plan, which is comparable to the figures for the same period last year. The budget was executed with revenues exceeding expenses, despite difficult external conditions: restrictions, multidirectional price dynamics in the commodity and foreign exchange markets.
“External factors seriously affect the economy. That is why the state of the budget – income and expenses – should be monitored by the regional government on a daily basis. Not only at the regional, but also at the municipal level. At the same time, fulfilling social obligations is an absolute priority,” noted Mikhail Kotyukov.
The decrease in income tax revenues was compensated by the growth of other sources: mineral extraction tax – due to high gold prices, personal income tax – due to an increase in wage funds, as well as positive dynamics in property tax and non-tax revenues.
Expenses were financed in the amount of 102.6 billion rubles – 20% of the annual plan, with an increase compared to last year. The priority is the social sphere: healthcare, social support, education, youth policy and sports, as well as support for SVO participants and their family members. The most financially intensive national projects in the first quarter were “Family”, “Infrastructure for Life” and “Youth and Children”.
As reported by the press service of the regional government, the public debt of the Krasnoyarsk Territory remains at a safe level with positive dynamics. The decision of the federal center to write off part of the debt on budget loans in the amount of 5.5 billion rubles made it possible to further reduce the debt burden and increase the financial stability of the region.
“In the current conditions, it is especially important to maintain a balanced budget, mobilize available resources and rely on our own capabilities. It is necessary to develop the economy, strengthen the revenue base and carefully approach expenses, directing funds to the most important tasks,” emphasized Deputy Prime Minister Vladimir Bakhar.
Let us recall that last week the country's President Vladimir Putin held a meeting on economic issues, where he discussed with the Government of the Russian Federation the current situation in the Russian economy and its main industries, as well as in the public finance system.
