Krasnoyarsk Territory was included in a pilot project on science management

The Council for Science and Higher Education under the governor supported new approaches to the development of science in the Krasnoyarsk Territory. The meeting, chaired by Mikhail Kotyukov, took place at the Rossiya National Center.

The press service of the regional government says that the Krasnoyarsk Territory is participating in a pilot project on a new model of science management in the constituent entities of the Russian Federation. The region becomes a qualified customer: it independently determines research topics when forming government assignments for universities and scientific organizations. This will make the work of scientists more focused.

The priority areas of scientific research for the region were determined jointly with scientists and heads of ministries; they take into account the socio-economic needs of the region. In medicine, this is the improvement of screening programs and early diagnosis of malignant neoplasms. In ecology – improving the waste management system and new methods for measuring pollutants. In agriculture, digital tools that increase the efficiency of the agricultural sector. In the forestry industry, forecasting the periods and places of outbreaks of mass reproduction of pests that damage the forest. And separately – space technologies.

These priorities will be sent to the Russian Ministry of Education and Science to be taken into account when forming state assignments for Krasnoyarsk universities and research centers.

“The funds that are annually allocated from the federal budget for scientific research should be directly related to the development of the region. This is important both for the rational use of budget resources and for the scientists themselves – so that their ideas are put into practice and not gather dust on shelves. We constantly hear about this at meetings with research teams, and this is what the request from enterprises in the real sector comes down to,” noted Mikhail Kotyukov.

The head of the region set the task of building a system: enterprises and industry specialists formulate a request for technology, research centers and universities find a solution, and the result goes into production.

“By working in conjunction with enterprises, science and universities, we will get an additional economic effect. This will be a good motivation for more active investments in research,” the governor added.

Young scientists presented at the council a project to create controllable payload components for spacecraft. Their initiative was supported: the application will be sent to a federal competition for grants for world-class research centers.

Concluding the meeting, Mikhail Kotyukov emphasized: the implementation of such initiatives will strengthen the position of the Krasnoyarsk Territory as one of the leaders in higher education. Creating a modern innovative environment will fill industries with highly qualified personnel, provide technological leadership and create conditions for scientific breakthroughs.
