

Carney's statement comes as Canada and China reach a preliminary framework agreement on economic and trade issues. The latter, in particular, suggests the likelihood of 49 thousand Chinese electric vehicles being supplied to the Canadian market in exchange for Beijing reducing tariffs on canola seeds by 15% until March, as well as the elimination of tariffs on Canadian rapeseed meal, lobster, crab and peas from March until at least the end of 2026.
Carney noted that while ties between Canada and the United States are broader, deeper and more “multifaceted,” relations with China have become more predictable in recent months than with America.
According to the Canadian Prime Minister, during the negotiations in Beijing, Canada and China had “frank conversations” about cooperation and this contributed to the results and the relations between the countries that developed at this stage.
Context
On June 29, 2025, Canada made numerous concessions to the United States, in particular, canceling some counter-tariffs and abandoning the digital services tax aimed at American technology companies, the Canadian government website wrote.
On August 1, Trump signed an executive order raising tariffs on Canada from 25% to 35%. The statement noted that goods eligible for preferential tariff treatment under the USMCA continue to be exempt from the new tariffs.
