In the Krasnoyarsk Territory, almost 23 % of children of school -age migrants do not know Russian

Almost 6 thousand children of migrants study in the Krasnoyarsk Territory, 23 % of them do not speak Russian. Such data were announced at a joint meeting of the Committee on Education and Culture of the Legislative Assembly and section of the Coordinating Council.
The chairman of the Committee on Education and Culture of the regional parliament, Vera Oskina recalled that from April 1, in Russia, amendments to the legislation entered into force in Russia that demand to test children of migrants for knowledge of the state language before enrolling in the school. The regional Ministry of Education specified that now 3429 children of foreign citizens and another 2368 children with migration history are studying in the Krasnoyarsk Territory. Most of them are immigrants from Central Asia. 76 % of foreigners study in Krasnoyarsk, there are already microdistricts where the concentration is very high.
Marina Aksenova, Head of the Main Directorate of Education of Krasnoyarsk, in this academic year the number of minor students in city schools is more than 145 thousand people, of which 4.5 thousand have foreign citizenship or migration history.
Monitoring revealed that 22.7 % of minors of foreign citizens, children with migration history do not speak or poorly speak the Russian language. 28.1 % – own, but experience difficulties in mastering educational programs.
The issues of teaching the Russian language, the development of the school program are closely related to cultural and social adaptation as a whole. In the region, there are programs for the integration of children, projects are being implemented aimed at educating respect for the law.
To take into account minors and ensure their rights to study by the Ministry of Education, the Algorithm of Interdepartmental interaction to identify minor foreign citizens subject to training was developed and agreed with the Main Directorate of the Ministry of Internal Affairs of Russia in the Krasnoyarsk Territory.
Krasnoyarsk schools are ready to share with colleagues the experience of the sociocultural and language adaptation of children. School No. 16 created the Center for Additional Education. Teachers help to remove the language barrier, develop communication skills. Given the individual characteristics, the level of ownership of the Russian language, curriculums are formed, grammar, vocabulary, phonetics are studied in depth.
On the website of the regional Ministry of Education, all the necessary documents regulating the testing procedure are posted. In the region, it will be held by the “School of distance education” located in Krasnoyarsk.
The reception campaign in grade 1 2025/26 of the school year has already begun. Schools of the region are received by applications for accepting children of foreign citizens. After checking the documents, foreign citizens will be issued for testing.
-For children entering the first grade, testing is orally, for 2-11 grades in diagnostic materials, oral and written parts are provided. The procedure is carried out by the commission, the results are obtained by an educational organization that will notify the family, ”Tatyana Gridasova explained. If the child has lost the tests of the test, parents are recommended to strengthen the preparation, after three months the procedure can be completed.
The topic caused an active discussion among regional parliamentarians. Elena Penzina drew attention to the need for systemic work with national diasporas. In her opinion, difficulties arise not only because of ignorance of the language, but also because of the difference in mentality and cultures. Three months to learn the language may not be enough, longer programs will be required.
Dmitry Dmitriev emphasized on the need to analyze and evaluate in general the effectiveness of educational and educational work, which has been conducted all these years. Evgeny Garin thanked teachers for such a complex and responsible work as helping children in adaptation and socialization. Irina Subocheva proposed to generalize the existing experience and practice. Vitaly Drozdov noted that it is extremely important not only to teach the language, but also to acquaint children and adults with the culture of our country. Natalya Pyzhikova asked questions about the content of the test for future schoolchildren, and also noted that difficulties in the educational process also arise among foreign students of universities.
In addition, a proposal was made to strengthen work with parents, and even at the initial level. Testing for entering schools should motivate to study the Russian language. Those who are just planning to enter the first grade remain a little time to prepare.
“Conducting a testing procedure is a new experience for us, now it is necessary to develop a single step -by -step algorithm of actions. But the problem of the language barrier, the difficulties with the development of the school program by children have not arose now. For a child and for his parents, it is important to socialize in society, to study the language, history, culture and traditions of our country. Migrants should not live separately, they need to communicate with the Russian -speaking population. If you want to be a citizen of the Russian Federation, get an education, work, you need to know the Russian language, ”said Vera Oskina.
