“Our country is not a parliamentary-presidential state. Our country is hybrid. The president should not have the powers, after the war, of course, that he has. Because it is not clear who heads the executive branch of government,” Yatsenyuk emphasized.

According to him, in Ukraine there are currently actually two heads of the executive branch of government.

“One is the prime minister, who is a fairly high-quality “scapegoat” on all issues, with limited competence to influence. Starting from the fact that I, as prime minister, could not fire anyone from the government. The only power of the prime minister is that I can only appoint my head of staff, that’s it. And the president, who is not responsible for economic policy, but he is everywhere in economic policy,” Yatsenyuk noted.

The politician believes that the president should have a “very clear list of powers” ​​as the head of state and guarantor of the Constitution, and without executive functions.

“The second is the formation of a coalition and the voting procedure in parliament. Starting with the size of the parliament, which, I believe, in today’s circumstances it should be reduced. And ending with the procedure for making decisions in parliament. This is not a majority of the constitutional composition, but a majority of those present,” the ex-minister said.

Yatsenyuk expressed the hope that Ukraine will definitely come to this, but first it is necessary to win the war against the Russian Federation in order to complete, among other things, the country’s transition to a real parliamentary-presidential form of government.
