In the Krasnoyarsk Territory, video cameras may be installed at waste accumulation sites

The Legislative Assembly of the Krasnoyarsk Territory discussed how to restore order at waste accumulation sites.
The working meeting in the regional parliament was dedicated to the implementation of a system for accounting and control over waste management. The conversation was attended by the Chairman of the Committee on Natural Resources and Ecology Vitaly Drozdov, representatives of the Ministry of Ecology, the Krasnoyarsk Administration and Smart Digital JSC.
During the discussion of the state report on the environmental situation in the Krasnoyarsk Territory, information was heard that there were many complaints from citizens about the condition of container sites. Waste is removed irregularly or there is too much of it, as a result, piles form on the sites, which are carried by the wind and animals. The re-operator only takes waste from containers; everything around is not his area of responsibility. There are facts when legal entities unload waste onto the sites of residential buildings, instead of equipping their own, as required. Residents often park their cars, blocking the passage of garbage trucks.
The work of regional operators and the condition of sites in general can be monitored. Back in December 2023, a new federal state information system for accounting for municipal solid waste began operating throughout the country. Also, during the years of reform, 5,148 waste storage sites were equipped, and 29,213 containers were purchased. According to the rating of PPK REO “Russian Environmental Operator”, at the beginning of October 2025, among the 63 regions of the country that transmit video streams from cameras to this system, the Krasnoyarsk Territory is in 12th place. Now protocols are drawn up against violators and fines are issued. However, this procedure requires an inspector to visit the site and contains a lot of paperwork. Recording with the help of technology will allow, as in case of traffic violations, to punish violators automatically without drawing up a protocol.
The results of the pilot project were presented at the meeting. Within two months it was implemented in Krasnoyarsk. Hardware and software systems were installed at three container sites, and 14 violations worth 100 thousand rubles were identified. The initiators of the project propose to equip 200 problem sites with a tracking system for a period of 10 years. According to their calculations, the monthly amount of fines will be twice the budget costs for installing and maintaining cameras.
Chairman of the Committee on Natural Resources and Ecology Vitaly Drozdov: “Colleagues today shared the experience of the Moscow region, where a similar system has been operating since 2023. There is the experience of KrUDor, which successfully implemented a similar system for violators on the roads. However, a number of questions arose. Firstly, there are purely environmental violations such as waste dumping, for which the Ministry of Environment is responsible, and there is the problem of cars that do not allow access to the accumulation site – this is the responsibility of the municipality. Secondly, the fines for those who park cars in the wrong place are too low. People are ready to pay a fine of one and a half thousand, because… parking in the parking lot costs twice as much. There are purely technical issues – connecting the automatic systems already operating today in Krasnoyarsk with new ones. The main thing that turned out to be that the implementation of the system will not require any special changes from the legal side. Of course, this will be a competition for the provision of services, I think it will take place next year, and we will be able to test the system in the regional capital and restore order.”
