“Opora Rossii” asked the president and the government to suspend further reductions in the annual income threshold for paying VAT. The Ural Meridian news agency writes about this with reference to Vedomosti.
From January 1, 2026, the VAT exemption threshold for businesses using the simplified taxation system was reduced from 60 million to 20 million rubles. The organization believes that such changes have affected microbusinesses the most. According to Opora Rossii, in 2026, 245 thousand new VAT payers appeared among companies with a turnover of 20 million to 60 million rubles.
The president of the organization, Alexander Kalinin, said that the new tax structure may push entrepreneurs to go into gray schemes. According to him, some businesses had difficulty entering the legal sector and are now faced with excessive workload. Support Russia proposes to maintain the current threshold of 20 million rubles, and ideally return to the previous level of 60 million rubles.
Moscow State University professor Natalya Zubarevich previously spoke about the high load on small businesses.
“They didn’t just get carried away with small businesses, it was a big mistake. It is already clear that they will not collect the taxes they planned,” she said.
