Moscow Mayor Sergei Sobyanin spoke about measures to support small and medium-sized businesses in the Russian capital

On Russian Entrepreneurship Day, Moscow Mayor Sergei Sobyanin spoke about measures to support small and medium-sized businesses in the Russian capital. According to him, today about 937 thousand SMEs are registered in Moscow, which provide jobs for more than 3.5 million people.

“The business community is the engine of our city’s development. Small and medium-sized enterprises ensure economic growth, fill the city budget and create millions of jobs,” Sobyanin said.

The mayor emphasized that the capital’s authorities continue to improve measures to support entrepreneurs, taking into account current economic conditions and business demands. In particular, in Moscow there is a unified digital platform “Business in Moscow”, through which companies can access financial and educational programs.

New support tools include the Moscow Guarantee Fund loan restructuring program, credit brokerage service, preferential lending for export activities, online loans and factoring programs.

Special attention is paid to high-tech and innovative businesses. According to the capital authorities, in 2025–2026, more than 865 companies received grants and subsidies amounting to over 4.5 billion rubles through the Moscow Innovation Cluster. In addition, the business attracted almost 10 billion rubles in the form of investments and loans.

As Sobyanin noted, export support remains an important area. The Moscow Export Center helped companies enter the markets of 62 countries, and also organized the promotion of capital goods on foreign marketplaces, including the Chinese Douyin platform.

Moscow authorities also continue to develop infrastructure for small businesses. More than 600 thousand transactions worth over 130 billion rubles were carried out through the Supplier Portal in 2025.

Separate support measures are provided for SBO participants and their families planning to open their own business. There are special consulting programs and business support services for them.

Sobyanin emphasized that Moscow business retains high development potential and the ability to adapt to market changes.

“For its part, the Moscow Government strives to do everything possible to make doing business in the city profitable and convenient,” said the mayor of the capital.
