He noted that as a member of the Expert Staff for the preparation of a new people's program of the party, he regularly communicates with people and analyzes their requests for a document.

“Much of what people come to meetings with and what they propose in the people’s program does not require the adoption of mandatory party documents and large-scale government decisions. The problems they state can often be solved targeted and now – by acting together with party members, our supporters, social friends and local philanthropists. My fellow primary ballot candidates confirmed that they see a similar situation in their constituencies,” he explained.

Vladimir Saibel proposed that the Presidium of the General Council give recommendations to the candidates of the preliminary vote on how to include specific problems in the solution based on the private proposals received in the people's program.

“The proposal was supported. I think this is correct. If we can help, we should help. People don't need a conversation about work, but the work itself. I ask all colleagues to take these recommendations as seriously as possible. Go to people. Take requests into your work. Achieve results. Best practices should become a common party standard. Today, real action is not an addition to a campaign. This is the best propaganda,” concluded Vladimir Saibel.

The implementation of the recommendations will be taken into account when making decisions on the nomination of candidates based on the results of preliminary voting at regional conferences and the United Russia Congress.

Let us remind you that United Russia is the only political party in the country that on an ongoing basis conducts preliminary selection of candidates for deputies at all levels through open popular voting and gives the right to form a list of candidates to voters themselves. Since 2009, participation in the preliminary voting procedure has been mandatory for all party candidates.

All registered voters in the regions can take part in the preliminary voting of United Russia. The procedure is organized in electronic format with verification through State Services.

During the preliminary voting, United Russia has been supporting special operation fighters for several years. For candidates from among the members and veterans of the SVO, an additional 25% is added to the results in the electronic preliminary vote.

This year, the nomination of candidates started on March 11 and lasted until May 14. Voter registration closes on May 29. The preliminary voting itself will run from May 25 to May 31.
