The United Russia party held the first district reporting and program forum “There is a result!”, dedicated to the development of industry and the preparation of the technological block of the new people's program.

The event, held at a site in Yekaterinburg, brought together representatives from all regions of the Ural Federal District: veterans of the Northern Military District, governors, heads of industrial enterprises, State Duma deputies, senators, party project coordinators and activists.

The forum was attended by party chairman Dmitry Medvedev, secretary of the General Council, first vice speaker of the Federation Council Vladimir Yakushev, first deputy prime minister Denis Manturov and presidential envoy to the Urals Federal District Artyom Zhoga.

Opening the discussion, Dmitry Medvedev emphasized that the tasks of industrial development and ensuring technological sovereignty have always been the focus of the state’s attention.

“Now United Russia, as the ruling party, is doing this. This theme was reflected in our people's program, with which we went to the elections in 2021. “United Russia” was at the origins of the adoption of basic laws relating to industry. Several dozen of them have been adopted over the years. They are aimed at supporting production, introducing new technologies, and, of course, training personnel. If this had not been done, then, probably, we would have approached the period of the Northern Military District in a completely different state,” the politician said.

According to him, during the implementation of the people's program, more than 300 billion rubles of investment were allocated to the development of industry. Over 100 billion went to the “Professionality” program, 40 billion to the creation of engineering schools in universities. Medvedev noted that these measures made it possible to make a qualitative breakthrough, especially in the defense sector.

“There has been a qualitative breakthrough. It was possible to increase the output of many types of military products several times. And the party made its contribution to solving this problem – the Center for Unmanned Systems and Technologies was created. Its task, like many other similar organizations, is to promote modern breakthrough technologies in both the defense and civilian spheres,” the party chairman emphasized.

He also announced the expansion of production of composite materials, Russia's return to the world stage of civil aircraft construction and an increase in the share of domestic equipment in the oil and gas industry. Medvedev especially highlighted the creation of unique weapons for the needs of the army.

“Unique weapons have been created for the needs of the army. Everyone knows them. And no army in the world has such weapons, at least many of them. There are specific people behind all these successes. These are labor collectives, scientific institutes, enterprises,” he said.

Dmitry Medvedev announced that the results achieved will become the basis for the formation of a new election program for the party. The results of the work will be summed up at eight district forums, which will also receive proposals from citizens.

“For the first time, a section should appear in this document that will be dedicated to industry and technological sovereignty. In the modern world, we are obliged to provide ourselves with critical technologies. This applies to artificial intelligence, robotics, unmanned systems, which I have already mentioned, and biotechnologies, new materials, and new generation energy, and, of course, space and communications,” explained Dmitry Medvedev.

First Deputy Prime Minister Denis Manturov reported on the Government’s implementation of the provisions of the people’s program in the industrial sector. Over five years, about 120 new industrial parks and technology parks have been created in the regions. Since 2021, regional industrial development funds have supported almost 4.5 thousand projects worth 160 billion rubles. More than 250 enterprises have resumed operations in new regions, which has increased product shipments by 20%.

Manturov also noted the social orientation of the program: more than 250 helicopters for air ambulances and over 15 thousand ambulances were delivered. In the field of education, 158 clusters have been created under the “Professionality” project, and more than 40 advanced engineering schools have been opened at universities.

Particular attention was paid to the development of the military-industrial complex (DIC). As Manturov emphasized, since the beginning of the Northern Military District, manufacturers have been constantly increasing the production of weapons and modernizing models, which makes it possible to maintain the share of modern weapons in the troops at a level above 70%. In the future of the new program, the rocket and space industry, food security, as well as the development of machine tools and industrial robots will remain priorities.

Participants in the forum in Yekaterinburg, at six thematic round tables, developed a number of initiatives to be included in the new program. Among the key proposals:

• development of human resources (creation of centers for advanced training, modernization of the “Work in Russia” portal using AI);
• support for domestic manufacturers (priority display of Russian goods in networks and marketplaces, promotion of brands, localization of production of vital medicines);
• a strategy for industrial leadership in machine tool manufacturing, robotics, new materials and chemistry, as well as the creation of engineering development centers in the regions.

Dmitry Medvedev announced the launch of a collection of proposals from everyone on the website estrezultat.rf. The ideas received will be studied by experts to form a new election document.

“The people's program, a program document, is written not in order to demonstrate it in elections, but so that it is ultimately embodied in a set of decisions and regulations. Therefore, the people's program is a working document. We announce the beginning of collecting proposals from our citizens on the site result.rf. Anyone can leave proposals to be studied by experts to formulate a new election document,” Dmitry Medvedev emphasized.
