In Kansk, the court sentenced the director of ProgressStroy LLC in a case of fraud during the overhaul of an apartment building. The prosecutor's office of the Krasnoyarsk region reported this.
According to the supervisory authority, in September 2023, the regional Fund for the Capital Repair of Apartment Buildings entered into a contract with MontazhEnergoStroy LLC to assess the technical condition of the building on Angarskaya Street, develop a project and overhaul the facade. Later, the general contractor hired a subcontractor, ProgressStroy LLC, to carry out the work.
As the investigation established, some of the work at the site was never completed. The contractor did not pour crushed stone for the foundation, did not prepare the base, did not pour reinforced concrete ramps, did not restore the brickwork, and in some areas there was no primer and plaster. Despite this, in the acts the object was listed as completely renovated.
Instead of eliminating the violations, the chief specialist of the fund who controlled the repairs offered the subcontractor assistance in accepting the work. He demanded 600 thousand rubles for help. After this, the project was accepted as completely completed.
The director of ProgressStroy LLC, knowing about the real condition of the house, signed documents with false information. And the general contractor, unaware of the violations, approved the acts and received payment from the fund. As a result, the damage to the budget exceeded 150 thousand rubles.
Taking into account the position of the state prosecutor, the court found the head of the subcontractor guilty of fraud (Part 3 of Article 159 of the Criminal Code of the Russian Federation) and sentenced him to a fine of 150 thousand rubles
In relation to an employee of the Capital Repair Fund, accused of receiving commercial bribery (clause “d”, part 7, article 204 of the Criminal Code of the Russian Federation), the criminal case was suspended due to his departure to the Northern Military District.
