From 2027, Russians without confirmed income will not be able to take out loans

In just a year, it will become almost impossible to take out a loan without official confirmation of income in Russia. Economist Elvira Glukhova told the Prime agency about this, commenting on the gradual tightening of requirements for borrowers.

From April 2026, banks will begin to require confirmation even for additional income. Income from part-time jobs, interest on deposits or transfers from relatives will have to be supported by documents. In this case, only salary, pension, social benefits or rent payments will be taken into account as the main income.

From July 1, 2026, a 10% discount will be applied to “self-declared” income that the client indicates in the application form without confirmation. Banks will compare such data with average per capita income according to Rosstat, reducing the final assessment of solvency. In another year, from July 1, 2027, the simplified approach will be completely abolished. Unconfirmed income will no longer be taken into account when considering loan applications.

Some changes will affect individual entrepreneurs. They will be able to confirm income only with tax returns. In addition, banks will no longer be able to increase income estimates based on an analysis of a client's expenses.

First of all, those who are able to provide official documents on income will be able to receive a loan. For others, the procedure will become more complex and require preliminary preparation.
