Ilie Bolojan, about the project prohibiting the accumulation of the special pension with the state salary: “Those positions become vacant, they can no longer be filled”

Prime Minister Ilie Bolojan announced on Wednesday that the Government he leads intends to adopt a draft law to prohibit the cumulation of the pension with the salary in the case of special pensions, i.e. those “non-contributory”.

The Prime Minister explained, in an interview granted to ProTV News, that this measure represents one of “the basic elements of reducing personnel expenses”which represents an objective of the Bolojan Government.
“One of the basic elements of the reduction of personnel expenses is also the adoption of the ban on the cumulation of the pension with salary. Because we have at least 15,000 positions where we have people who are practically retired, who have re-employed immediately after retirement in the public sector. Or, at the moment when this ban is in place, a good part of these people who are employed would opt out, in one way or another, and very likely would give up the position in the public sector. Those positions become vacant, they can no longer be filled. And so a reduction in personnel expenses also means this method, it does not mean salary cuts, so that we understand each other very well“said the prime minister.
“I think it is appropriate to adopt this project, respecting the constitutional provisions”
Ilie Bolojan also specified that, instead of “to fire a person who has no other source of income, it is much more socially fair for another person to leave”.
The Prime Minister emphasized that this future legislative proposal only concerns pensions that “mainly based on non-contributory”
“Through this situation, I think it is appropriate to adopt this project, respecting the constitutional provisions, in such a way that we have these effects. If we still have to reduce our personnel expenses, than to fire a person who has no other source of income, it is much fairer from a social point of view to leave another person. It refers to the accumulation of non-contributory pensions”.
“It does not affect the education or health area”
Ilie Bolojan added:
“Therefore, it does not affect the area of education or health, because in education or health these accumulations are exceptional situations, which are given, or by certain realities, for example, a shortage of physics teachers, for example, which we have, and then a physics teacher, retired, if you have no one to replace him, it is better to remain active, if he wants to do so.
Or shortage in certain areas of the country of teachers or medical personnel. You may have a smaller hospital where there is not a high demand or attraction for doctors. And then, if I have a good doctor who is on the verge of retirement, he can stay on if he has no one to replace him, rather than disbanding, I don't know, a hospital ward or a certain specialty. So this proposal only refers to pensions that are mainly based on non-contributory“, said Prime Minister Ilie Bolojan for ProTV News.
