Polish services “hear well”. A groundbreaking report on the power of our radio intelligence

The Parliamentary Committee for Special Services reviewed the information on the work of electronic intelligence of both intelligence services – AW and SWW – and assessed it positively, its chairman Marek Biernacki (PSL-TD) told PAP on Wednesday. The meeting was strictly secret.

Information about the radio intelligence was provided to the MPs by representatives of the Minister Coordinator of Special Services, the Foreign Intelligence Agency and the Military Intelligence Service. Biernacki recalled that it was a continuation of the March meeting. Back then, the counterintelligence services were present – the Internal Security Agency and the Military Counterintelligence Service.

Three weeks ago, ABW and SKW presented the functioning Polish electronic defense system and the coordination of its operation between services. On Wednesday, AW and SWW talked about electronic intelligence.

– It's worth remembering what happened before. The Military Information Services had no electronic intelligence. When the Military Intelligence Service was established 20 years ago, one of the issues that was focused on – and this happened when the head of the Military Intelligence Service was the current deputy minister coordinator for special services, General Radosław Kujawa – was radio-electronic intelligence – Biernacki told PAP. – Interestingly, the person currently responsible for these activities in SWW is an officer, a deputy, who was then creating, under the orders of General Kujawa, radio-electronic intelligence – he added.

According to the head of the commission, our electronic intelligence is considered one of the best in this part of the world.

– I can say that in this respect, our intelligence services hear well and listen a lot, and serve the Polish state well – he emphasized, noting that he could not provide details due to the secrecy clause of the meeting.

However, he recalled that he personally knew and remembered the activities of the Military Service from the time when Russia's aggression against Ukraine began. He rated her actions very highly then and still does now.

“It worked,” he added.

Biernacki, asked by PAP about current events – the president signing 96 nominations for the first officer rank of officers of the Internal Security Agency, which have been pending since November 11 – replied that he assessed it positively.

– Finally, the president understood that it was inappropriate to involve young patriots who joined our services in a dirty political game, in boxing with the government. It was inappropriate and should not have happened, he said.

In his opinion, by doing so, the president himself depreciated his position.

– I remember awarding and appointing officers of various services to the first ranks. They remember it to this day because it is a very important decision and ceremony for young people, which at the same time raises not only the rank of the nomination, but also the authority of the president – he said.

When asked how he assessed the Supreme Administrative Court's decision to admit the secrets of the head of the National Security Bureau, Sławomir Cenckiewicz, he emphasized that this judgment was issued in a cassation case.

– The cassation examines from a procedural point of view whether any procedures were violated or not and does not assess the merits of the case. As for the merits, i.e. admitting Cenckiewicz's secrets, we are neither a step forward nor a step back, he said.

He reminded that the decision on whether someone is allowed to protect classified information rests with the National Security Authority, and this function is performed by the head of the Internal Security Agency, Rafał Syrysko.

– In this particular case, we must also remember that Cenckiewicz has a criminal case, and such a case suspends any possibility of obtaining consent to access classified information – said Biernacki. – This is how it has always been treated and this is how it is – he added.

In addition to Biernacki, the seven-person commission includes two vice-chairmen – Zbigniew Hoffmann (PiS) and Mirosław Suchoń (Centrum), and members – from KO, the club's head Zbigniew Konwiński and Kazimierz Plocke, Dariusz Wieczorek (Left Wing) and Krzysztof Tuduj (Confederation). (PAP)
