In the Krasnoyarsk Territory, the rights of a visually impaired person to receive a guide dog have been restored. This was reported by the press service of the regional prosecutor's office.

The Office of the Prosecutor General of the Russian Federation for the Siberian Federal District, together with the regional supervisory agency, considered the appeal of a resident of Krasnoyarsk about the failure to provide a special means of orientation.

It was established that in the fall of 2025, a woman with a visual impairment of Group I applied to the Regional Branch of the Pension and Social Insurance Fund of the Russian Federation with an application for the provision of a guide dog and a set of necessary equipment. However, due to a technical malfunction of the software, the department did not consider the application within the prescribed period and did not ensure that the applicant was registered with the necessary registration.

“In this regard, the prosecutor’s office made a representation to the manager of the regional branch of the fund. Based on the results of its consideration, the work of the service was adjusted, the shortcomings of the software used by the department were eliminated, the applicant was registered as being provided with a special orientation tool,” the regional prosecutor’s office said.

As a result, after the intervention of the supervisory authority in the only organization in Russia that trains guide dogs for the visually impaired, the woman was matched with a dog. After completing the appropriate training and successfully passing the exam, the Krasnoyarsk woman was given a dog named Valentinka.
