This opinion was expressed to TASS by Deputy Secretary of the Public Chamber (PC) of the Russian Federation Vladislav Grib following the results of public hearings on the topic “Modernization of the maternity (family) capital program at the federal and regional level,” which took place at the OP.
“According to the Social Fund of the Russian Federation, 95% of the amount of maternity capital goes to improve housing conditions <...>. I think it would be reasonable to give for each child an amount equal to the cost of 10 square meters. m of housing in the region. The cost is determined according to the methodology of the Ministry of Construction for each subject of the Russian Federation,” Grib said.
According to him, in this way, an amount equivalent to the cost of 10 square meters is allocated per child. m of housing, for two children – 20 sq. m, for three – 30 sq. m and so on. “Now there is simply an additional payment for the second child. I think that the cost should be pegged at 10 sq. m of area per child, regardless of the number of children, indicate this amount. 10 sq. m is a minimum area, but quite sufficient for the child to have his own corner,” said Grib.
He noted that resolving the housing issue is a key issue for many families. “Naturally, every year the amount will be indexed, just as maternity capital is being indexed now. Those who did not use the funds immediately [для покупки жилья]can do it later. I believe that this measure will be even more effective than the payments we have today.
