The Bureau of the Regional Committee of the CPSU and the Executive Committee of the Regional Council of People's Deputies discussed the progress of implementation of their resolution of January 11, 1982 “On the participation of enterprises and organizations of the region in the construction of the power line-500 Zeyskaya HPP-Khabarovsk.”
The adopted resolution noted that the teams formed in the city of Birobidzhan and the regions of the region for the construction of the power transmission line-500 Zeyskaya HPP-Khabarovsk treated the implementation of the established volumes of work with high responsibility.
The tasks were completed ahead of schedule, by March 1, 1982. For their labor valor during the construction of the power transmission line-500, a large group of builders were awarded Certificates of Honor from the regional committee of the CPSU and the regional executive committee.

In the issue of the Birobidzhan Star (12+) dated March 17, 1976, the article “For Labor Valor” was published on the first page. It tells about the labor achievements of the collective farm “Testaments of Ilyich.” For their high performance, the name of this illustrious team of the Order of the Red Banner of Labor was included in gold letters on the All-Union Board of Honor. The collective farm was awarded the Memorial Badge of the CPSU Central Committee, the Council of Ministers of the USSR, the All-Union Central Council of Trade Unions and the Central Committee of the Komsomol “For Labor Valor in the Ninth Five-Year Plan” and the Challenge Red Banner of the Central Committee of the CPSU, the Council of Ministers of the USSR, the All-Union Central Council of Trade Unions and the Central Committee of the Komsomol.

In the “Birobidzhan Star” for March 17, 2010, the “Awards” section informs readers that “in accordance with the Decree of the President of the Russian Federation, for merits in the field of construction and many years of conscientious work, the honorary title “Honored Builder of the Russian Federation” was awarded to the head of the department of architecture and construction of the government of the Jewish Autonomous Region, Yuri Efimovich Litvin.”
