He added that “continued blocking of President Karol Nawrocki's proposal means that every Russian drone that flies into Polish territory will be the responsibility of this government.”
Will the future government not recognize the resolution? Kaczyński: There is no guarantee
PiS president Jarosław Kaczyński said on Friday that the government's actions and the resolution on the Armed Poland program are contrary to the constitution. He added that he did not think that “any bank would fall for this type of abuse.” There is no guarantee that in the future “any decent Polish government will recognize this at all,” he added.
Kaczyński told journalists in the Sejm that “first we need to ask whether this action – which is being taken at the moment, which is clearly contrary to the constitution – will create any obligations on the Polish side at all, whether any bank will fall for this type of legal abuse.”
– I think not, that there will be no guarantee that any decent Polish government will recognize it and be willing to pay. So, there is a long way to go to resolve this matter – said Kaczyński.
According to him, it is “very clear that German plans, German domination, which are evolving at the moment (…) are to be implemented.” – And the current Prime Minister of Poland is simply one of the executors – said the head of PiS.
Bogucki, KPRP: Circumventing the law
The Head of the Chancellery of the President, Zbigniew Bogucki, who took part in the meeting of the Council of Ministers, announced that the government had adopted the resolution. According to him, it constitutes a circumvention of the law due to the president's decision to veto the SAFE Act. In his opinion, “the resolution repeats all the errors of the Act and should be examined by the Constitutional Tribunal.”
Even before the government meeting, Bogucki expressed hope that the government would cooperate with the president's proposal. The president, together with the president of the NBP, Adam Glapiński, proposed an alternative to the EU SAFE – “Polish SAFE 0 percent”. According to this proposal, the Polish Defense Investment Fund would be established at BGK, financed from the profit of the National Bank of Poland. The bill was submitted to the Sejm on Tuesday.
– The conditions are definitely better there. There are opportunities to use our reserves, not directly, while maintaining these reserves. On money based on Polish gold, developed by Poles, wisely managed by the National Bank of Poland. Why doesn't the government want to do this? I don't know, said the head of the KPRP.
Referring to the resolution adopted by the government, Bogucki said that the prime minister “would like to have absolute power” and “rule through government resolutions, not laws consistent with the constitution.”
– I can only repeat the appeal that, on behalf of the President, I addressed to the Prime Minister and the Council of Ministers to finally start working on the law regarding the establishment of the Polish Defense Investment Fund, taking advantage of Polish opportunities, in accordance with the constitution, in accordance with our possibilities – he emphasized.
The vetoed act assumed the creation of a Financial Security Enhancement Instrument managed by Bank Gospodarstwa Krajowego, through which the government would be able to use money from SAFE – the EU instrument for low-interest loans to quickly increase the defense of EU countries.
How was SAFE supposed to work?
The act implementing the EU SAFE armament mechanism assumed the creation of a Financial Instrument for Enhancing Security, managed by Bank Gospodarstwa Krajowego, through which the government could use money from SAFE – the EU instrument for low-interest loans to quickly increase the defense of EU countries. According to the government's declaration, 89 percent these funds would go to Polish arms companies, and in addition to the army, the Police and the Border Guard were also to be supported.
According to government representatives, the presidential veto will not prevent Poland from using EU funds, although it will make it more difficult, for example, to finance services such as the Border Guard, Police or SOP.
The Polish application submitted to the SAFE program amounted to EUR 43.7 billion and was approved by EU institutions. Thus, Poland was indicated as the largest beneficiary of the program. According to the government's declaration, 89 percent these funds were to go to Polish arms companies. (PAP)
