What about the money from SAFE? Donald Tusk appeals to the president and the head of the National Bank of Poland


Prime Minister Donald Tusk decided to comment on the SAFE program again. The latest entry posted on the social networking site X, This is a response to the proposal of President Karol Nawrocki, who yesterday, together with Adam Glapiński, president of the National Bank of Poland, announced “Polish SAFE 0 percent”.
The Prime Minister makes it clear.
– Gentlemen, there is war all around. This situation requires the utmost seriousness and responsibility. There is no question of any political games, says Tusk.
— Yesterday I listened to your speech with increasing amazement. First of all, this offer or the idea that the National Bank of Poland will finance an armament program worth tens of billions of zlotys as an alternative to SAFE, he continues.
– Listen, I have a letter from the president of the National Bank of Poland from December, two months ago, in which he writes that the NBP incurred losses in 2024 and 2025. And we are saying that in 2024 this loss exceeded PLN 60 billion, and at the end of 2025 it approached PLN 100 billion. We are talking about a loss and, most importantly, the president wrote in capital letters – a loss of the NBP in the coming years cannot be ruled out – says the Prime Minister.
– So what's it like? Or there was never any money for our governments from the National Bank of Poland, because there are huge losses. And suddenly, after visiting the president, some wonderful possibilities appear. If this is true, we expect very specific and precise information on this subject, because these are really serious issues, Tusk asks.

At the end of the recording, the Prime Minister presents his three demands, which are a response to the “Polish SAFE 0 percent” proposal.
– First – please sign the SAFE immediately. You can't waste even an hour here. The second demand is precise information about the actual financial capabilities of the National Bank of Poland and the project on how to use this money. And the third postulate – let this Polish gold, because it is not the gold of Messrs. Nawrocki, Glapiński or Tusk, which is today scattered in banks in several places around the world, finally return to the country – he mentioned.
– I count on quick decisions and quick answers – Tusk concludes his statement.

— Today I will send a letter to Prime Minister Donald Tusk and to Deputy Prime Minister Władysław Kosiniak-Kamysz, inviting you to a meeting about Polish SAFE 0%. – Nawrocki informed.
— After today's meeting with Professor (NBP President Adam) Glapiński, after specialists' analyses, I have no doubt that due to the stability of the development of the Polish armed forces, due to financial issues, due to legal issues, Polish SAFE 0 percent. is better for the Polish armed forces than European SAFE with the burdens that we are discussing in the Polish public opinion – said President Karol Nawrocki.
Adam Glapiński was asked what reserve assets the central bank plans to use to finance “SAFE 0 percent.”

— We cannot use any part of the reserves (…) in the sense that part of the reserves will be transferred, because it is against the law. (…) There will be time for details and we will report them – said Glapiński.
— For example, profit, mostly, 95 percent. we submit to the government. It is used for a specific purpose. In this case, we expect that the purpose is to strengthen Polish defense, Glapiński added.
As he said, “the funds that will be created will be transferred, as required by law, to the government, to the Armed Forces Support Fund“.
— And it's a matter of other decision-making bodies how they will be used. Our only task would be to transfer these funds. This is where our role ends. We will work on this together with experts, specialists and decision-makers from Prime Minister Kosiniak-Kamysz and Minister of Finance Andrzej Domański. And then we will communicate these already agreed decisions to the public – announced the head of the National Bank of Poland.

— We only state and have it calculated, that such possibilities exist. And they are even greater if we actually reach for the statutory solution that the president talked about. But even without this, these funds are in the right amount,” Glapiński explained.
