

Zelensky was asked why at the meeting of the National Security and Defense Council they did not adopt the “resilience plan” of only one city – Kyiv. The President stated that preparation for the heating season in such a difficult time is a matter for the entire state, not just local communities.
“But we cannot move every mayor's feet. They themselves must be responsible,” he said.
The president said that he had given Kyiv a week to finalize the “resilience plan.”
“Still, we need to work for the people, for the state. If the plan is not protected, the capital will face the same winter. Once again: regarding air defense, we are working on this. Not a single community, not a single mayor, not a single head of the region – this is without reproach – has such opportunities. We are working on: me, the Ministry of Defense, the commander-in-chief [ВСУ Александр Сырский] is engaged… We are engaged in air defense, it may not be enough. We all need to work, and not say that it is impossible. We don’t have the word “impossible,” he said.
Context
Zelensky said on March 3 that he held a meeting of the National Security and Defense Council of Ukraine. According to him, the experience of this winter will become the basis for further decisions, namely: to update the protection of infrastructure, logistics, main energy facilities, restore facilities after Russian attacks, and provide additional energy capacity.
“We approved ‘resilience plans’ for all Ukrainian regions and regional centers, except for Kyiv, which was given additional time to prepare the relevant documents,” the president said.
